CoE is preferred for 1200+ paragon (with significant VIT paragon investment). Sub 1200 paragon or for an easier time defensively, use Unity instead.
Can use LpH/LoH (life per hit) or LPWS (life per wrath spent) as recovery mechanism. LpH is the easier to slot, but is less effective as far as recovery is concerned. Both are about equally weighted (cost to gear-wise you're giving up either 1k STR for the LPWS or 650 VIT for the LpH). Quad shield with LPWS would be very hard to acquire. LpH on bracer is recommended for most players to hep with additional recovery. Note we already have Holy Cause for recovery as well.

VIT paragon is important. At least 750k hp is recommended for Unity build. 1m hp recommended for CoE build.
Build Guide
A Heaven's fury shotgun speed Crusader. Build should be GR112+ solo speed capable (@~2000p) with clears from ~4-5 minutes depending on the GR level. Tested at about 1200 paragon +6 lvl 100 augs (equivalent), non ancient weapon equipped vs a GR107. Missing some CHC% and CHD%, and missing recovery (such as LpH or LPWS).
Explain is near the end of the video. Charged up ticks once per .3s while it is active. As mentioned, 20% chance to stun per tick, but only 10 yard range.
After moving paragon to VIT to hit 1m hp, seems to be steady enough defensively for utilizing CoE. If you feel you need more toughness, you can always go back to Unity (swap CoE to double Unity with follower token).
Also separately tested chance on hit to x% cc effects (such as from zei's or azurewrath). These effects, while they do help proc the bracer of fury with the high proc coefficent of Fires of Heaven (50%*3 blasts), have too short of duration, and often impaired your ability to group up mobs.
Tested v2.6.7.64160 on non-seasonal GR107.
