Adjustments have been made since the video's publication. Mobile build removes need for Prismatic Armor given Safe Passage's mitigation bonus.
Wand of Woh is listed only as recommended and not required because you can technically run the build without the wand. Considering Flash's cooldown is only 3 seconds at base (1.5 seconds with easily obtainable 50% CDR), the build can work without Wand of Woh. Most of the damage will be from Static Discharge with Flash acting more as supplementary damage. With Wand of Woh, the roles are reversed and Flash becomes the primary damage dealer while Static Discharge acts as supplementary damage.
