Ring of Royal Grandeur
Block block block block. This build is very heavy on blocking. For leveling purposes, you'll want to focus on things that either increase your block or increase your fire damage. You'll be using punish a ton, and it will be your bread winner for most fights. When fully geared with Roland's set, your very-nearly free shield bash will again take the forefront of damage.
Some major players here are depth diggers and angel hair braid, making punish an obvious go-to, especially early in the build when you might not have all the necessary pieces.
Your cindercoat reduces the cost of shield bash and piro marella seals the deal, making shield bash quite spammable.
Consider stacking punish damage and shield bash damage.
Until you gear into Drakon's Lesson, consider running with the fanaticism passive instead of wrathful to get your competent punish going..

Cooldown reduction isn't much of an issue with this build. The ability that might see some use is provoke, but it is used infrequently enough to where a few passing nods to it wouldn't hurt.
Make considerations toward life regen in the build. If you don't have much life regen, adding it through paragon points isn't a bad idea either.
RCR is useful here. Though not required for the build to function.
Build Guide
This build is intended for leveling crusaders and tested through grift 40. On higher torment difficulties, it's suggested to run with vigilant and esoteric alteration to get survivability to competent levels.
It focuses primarily on punish and shield bash to cripple enemies and clear the screen.
Oh, and the blocks. Tons and tons of blocks!
Your passives will change from fervor to heavenly strength according to what does the most damage at the time; though the build works best with fervor to get your super-fast punish even faster.
