Lightning Meteor Non-Channel Speed build. High AS to spam Meteor (Thunder Crash). Use Ranslor enhanced Twisters to group enemies.
Aether Walker and Illusionist for mobility. Nilfur's and The Grand Vizier for the multipliers on Meteor. Tal6 as our main set damage bonus.
F&R, Trapped, Powerful, and Audacity are placed for the additional multipliers.
Nemesis bracer for more elites. OID and Karini for defense.

The idea here is a melee setup.
- We post up, teleporting in. Calamity will stun mobs and proc PE while you get in position.
- Then cast Twister to group up density into one little spot. Cast Glacial Spike at least once to both help proc PE on the enemies, and to proc your F&R bonus.
- After that lay into them with Meteor, as you should have even higher AS than normal. The Pain Enhancer especially is nice for quickly bursting down those closely grouped packs of mobs.
- Elites get drained pretty quick after they get singled out due to the secondary effect of the Nilfurs. It's a very efficient setup for rift clearing.
- Illusionist helps to dodge attacks and continue movement in between casting Teleport.

AS breakpoints are as follows:
- I recommend a minimum of 2.00001 APS on your character sheet. This will put you at the 29 Frames / Tick breakpoint.
- If you opt for AS on amulet, you'll need a minimum of 2.14286 APS. This will put you at the 27 Frames / Tick breakpoint.
- Both of these values are before PE stacks get applied, which could boost you several breakpoints higher, depending on how dense the rift is.
My preference is to gear lightning% on amulet, and just leverage PE more, but as you can see, bumping up 2 AS breakpoints from one AS roll is still a nice boost. I didn't have a lightning% amulet, so I tested with the high AS setup in the video.

To be able to maintain the AP costs here (even with having The Grand Vizier reducing meteor cost) we need to slot significant RCR. I've listed the recommended levels above in the affixes section.
We also slot many abilities that help reduce AP cost, or give AP regen:
- Power of the Storm
- Astral Presence
- Mistral Breeze (twister rune that reduces AP cost)
- APoC on source
- +Max AP on Wand / Source
Glacial Spike is the best signature for this build. It helps freeze mobs while you proc your PE and F&R bonuses. This gives you more time to burst them down.
Templar is preferred for the Inspire and Healing Abilities.
Keep EB on autocast. Use numlock or scripting.

Alternate setup:
For the second run shown in the video, I equipped this alternate setup which is more forgiving on resource requirements, but less defensive. It also attacks quicker with the signature spell, which I found very enjoyable, just not sustainable (you die to RGs and heavy hitting elites more often). Still a very fun setup as well.
- Swap Power of the Storm for Force Armor.
- Swap Astral Presence for Blur.
- Swap Karini for RoRG.
- Swap Tal Belt for The Shame of Delsere.
- Only requires the base of 33.35% RCR.

TXIII Build using Lightning Meteor:
ok, there is something I dont understand. why i see all the builds cube the item that has no percentage bonus instead of the one that has.
for example, why don't you wear nemesis bracers, and cube Ranslors Folly to get maximum damage percentage from it? this way, you dont have to worry about a bad roll on the bracers themselves.
That's because this build doesn't deal damage with the twister (at least a noticeable amount). It really doesn't matter what the legendary roll on the Ranslor is, and since it's the more meaningful bonus with the pull effect, I wanted to emphasize it's importance in the build. For example, if you started out in season but still did not have the nems, that'd be eh, workable, but the ranslors are key to the grouping, PE burst.
Didn't quite expect anyone to take a look at this build so early hah! I've just reworked it slightly to be more defensive, more consistent without dying so much. I'll still list and show the alternate setup on the guide and video once they are finished.

i really like how every group explodes into electric pieces of stuff. its just amazing visually. i really like it.

I find it extremely hard to consistently kill elites with this build, are there any tricks to it or do just keep throwing everything at them while blinking around trying to survive?
Hey! I've always had a hard on for using Goldwrap, Avarice and Boon on my T13 builds.
Swapping TR belt for Goldwrap, OIB for TR, and cubing avarice is the best set up I could come up with. I haven't been able to try it yet, how do you think it would compare?
