Now, lets say I have 5 full stacks of NV plus an additional 75% MF equipped on my gear at all times. That puts me at 200% MF......does the following apply for ACT I?
It's possible... but I'm not sure if it works that way. It could be that those are flat drop rates and the MF applies to the RNG of the affixes and quality of the item.

Mf doesnt increase the chance to get a higher ilvl item , it increase the chance to get a blue, rare , legendary like diablo 2 .
In d2 some item would only drops from hell baal or high lvl monster and the mf did not affect that , just the chance at getting a magic rare legendary item .

This is correct. Magic find does not affect the chance to get a certain item level, only a particular item quality. Magic find makes you more likely to get magic, rare, or legendary items, but it has no bearing on what item level those are going to be. Whether you have 200% magic find or 0%, your chances of getting an ilvl 63 are the same.
You always have the flat 8% chance to get an ilvl 63 item in Act 3/4/Whimsyshire. 200% magic find just means it's 200% more likely for that ilvl 63 to be a magic, rare, or legendary - based on their respective innate chances.

With knowing that, doesnt it seem that having MF on gear is pretty useless? The 5 stacks of NV give us a gauranteed rare. MF seems to be a pretty dead stat to me.

Not at all. The game will decide which item to drop, for example a "Archon Crown", the top level helm. Then, your magic find will be figured along with other factors to determine if that item is anything from a broken grey to a quality rare. Remove all your MF and watch all the grey and white items drop. Equip 300 MF (with NV buff) and you will often get 3 rares from a single Elite group you kill. Just adding 150 MF will significantly improve the amount of magic and rare items you receive.
