Obviously you want lots of Crit Chance, 40%+, and lots of Crit Damage, 300%+.
Then you have to decided between LoH and Life Steal. The general consensus is that Life Steam becomes better as your gear gets better and you do more damage.
Where does attack speed come in all of this? How much attack speed do you want? Does it follow a plateau style mechanic? Does it increase the speed at which your WW and/or Tornadoes tick?

This build works fine with no ias at all, if you can get extra on your gear it's a bonus, but it's not nearly as valuable as strength and crit/crit damage.
Edit: Having too much IAS with no crit gear actually makes this build harder to play, you want to prioritize crit much higher than ias.
i have a 1.5 offhand Dagger with 100 Str/Vit 700 LoH crit and a socked but only 500 DPS.
Offhand DMG is not so important for this spec.
Keep in mind the dps of your offhand is averaged with the dps of your mainhand to give you the "damage" stat on your character sheet, but thats only for a display average not the actual damage you will be doing when you attack with one and then the other.
