Soulstones bound there Souls to the Mortal Realm to Seal there Powers.
Last I checked once you die in the mortal realm you transcend to heaven or are sent to the abyss in hell, unless I'm wrong but the lore does suggest that they aren't actually dead when killed in the mortal realm and one can resurrect beings in the universe so its entirely possible to bring people back from beyond with enough brutal sacrifices.
Heck they wouldn't be the prime evils if it was so simple to kill them, they ruled hell for crying out loud!
I think the whole plan of the heroes in the lore was to destroy the soulstones which bound their power to Sanctuary so that they could not ever return to the world. However, they acted too late and Baal corrupted the Worldstone to the point where Tyrael had to destroy it. With the worldstone no longer protecting Sanctuary from Heaven and Hell, soulstones are no longer required for the Prime Evils to walk around on the mortal plane.
That said, expect more than just fighting the Prime Evils again in order for the second time.
This makes me think of the south park one where he is killed in Hell by Satan (can't remember if it was the movie with Saddam or someone else) and he shows up in Hell again he says: "Where did you think I was going to go? Detroit?" :-p

makes it pretty clear that this wont be just between the Prime Evils and the humans in Sanctuary.

At the WWI which I saw on a live stream, they had a teaser that showed some guy with a stick, looked a bit like Deckard Cain, walking out to face this giant army, and he turns to the one who leads the army, and yells, "BAAL!", and then they argue for a bit and it ends. So Baal is in there, from my supposition, at least.
