Browsed thru the dev panels info and didn't see anything about these, I doubt they still haven't figured out all the skills and how they will work.
What kind of toughts and opinions you have should there be massive use of cooldowns in skills/spells? Do you think there wil be?
My opinion and thoughts:
I think some skills will have cooldowns otherwise they would be too powerfull, but I'd like to see almost every other skills without any cooldowns or cast delays. The best thing I liked about D2 before LOD was sorceress without cast delays. I know with the technology used in D2 this made a huge lag hell at the time with other spells than Frozen Orb maybe.
So in my opinion the spells should be spammable, there could be a system that you can cast maybe 10 firewalls for example and then you would have small cooldown untill next ones, this way the old ones would have time to dissappear and you wouldn't be able to spam the whole map with it. (I remember a friend spamming the whole Chaos Sanctuary full of firewall when it didn't have delay and the duration was huge)
I'd say this would be one of the last things for Blizzard to focus on in the game development. I assume it would be similar to Diablo 2 where some powerful spells have a cool down while others are spammable.

I would accept short cooldowns like 5-10 seconds. Anything longer on cooldowns and it moves away from being as speedy as D2

The reasons they put in the health orbs and all that other junk was to increase the speed at which you can kill without waiting. I doubt they would talk about all that and then put in excessive cooldowns. If anything the more powerful skills may have short delay, like stated above, of a few seconds.
The game should have cooldowns with the possibility of reducing it with the invested skill points. Spamming the same buttons is just redundant and boring TBH.
So.....? Someone (sorcerer) will have teleport. Teleport is cheese at fastest cast and imbalances the classes that can cast it. When did I say Enigma? Teleport is a skill in D2 that the sorceress can learn, capiche? Even IF every class can cast it ( Enigma ) it's still an imbalanced skill because EVERYONE will use it unless there is a cast delay. If you can outcast the attack frames of monsters then why doesn't everyone just play socer or use nigma like in D2? It's pretty simple.
Enigma was one of the greatest thing that every came out Diablo II. It really brought the dying game back to life during its nonexistence.

I would like to see more strategic PVP from socer besides "teleport wildly and cast spells." I would like to not see TeleBaals for every single game. I would like to not hear socer say "I get Baal's items because I'm pro and use Teleport with my 140% FCR ( lawl idiots ).

when the barbarian uses the ground stomp stun ability you can see it become grey and slowly the color comes back in a clockwise pattern = COOLDOWNS
only like 5 secs tho so no big worries yet !!

I have mixed feelings about cool down. It one way to balance skills. And it make sense with how they said they went about designing the game(you can never have too much power). I don't really like it though. It seems like a cheap, easy way to balance the game.
It makes sense. They have the skill hot bar now. They are trying to make you use a combination of your a bunch of your different skills. Cooldown times only add to that, as well as being a way to nerf more powerful spells without making the "weaker" or costing more mana.

D2 had cool down times. They were no where near as long as the WOW cooldown times were though.
Lots of the heavy or big skills in D2 once cast not not be immidiately cast again, you had to wait. That is in essence a cool down time.
I believe the term for cooldown time in d2 is cast delay, or casting delays
