So we all know about how runes work. You find a rune put it into the slot, and based on color and rank it determines new strengths and interesting changes to the skill.
I think there is a way to make this work while allowing it to also be used as a system for leveling up skills. Leveling runes. Let me explain.
So let's say at the start of the game you have two skills, both skills have a pre-built in leveling rune, and you have 4 extra. This rune would level up from the skill's use, not from points. When you want to add a color to it, simply add a rune on top of it, one of these "gray" runes, or the colored system. And thus it adds more to the rune. It only lays on top of it, so when you move the colored rune off of it, it goes back to just being a leveling rune.
Anytime you want to, you can color the leveling rune with another rune. And anytime you want to you can move an already leveled up rune into another slot. It would be like respecing, only not. You wouldn't lose the level you gained from using that skill and could easily transfer it to another skill. You can choose to max level a single leveling rune, or level a variety of them to have a balanced build. This would add some desperately needed customization to the system currently in place.
From the standpoint of Blizzard, no they aren't going to do this, it would be very complex to implement. But mostly this is just an idea to show people that there are more ways to do this than just skill points, or lack thereof.
