I think shields will be viable, but I think every character is going to have a class specific off-hand item that will be slightly more desirable.
Such as:
Dual crossbows for the Demon Hunter
Dual claws and katars for the Monk
Shrunken heads and trinkets for the Witch Doctor
Floaty orby thingys for the Wizard
Melee weapons for the Barbarian
As much as I love shields, I think they are sort of doing this with the off-hand items in D3 to sort of give visual variety to all the classes.
Every character is going to get hit... A shield will help them all.
I think if wand+ shield carries the same stats as a 2H staff why would anyone pick the staff?
Any sorc's in d2 using shields? Why talk about only barbs using them...
Well, the current theory goes that the +spell damage affix will scale depending on the weapon being 1 or 2 handed. So it would still be a reasonable choice between offense and defense for a mage class.
HOWEVER, with the new skill change I don't know what the status of +spell damage is. Spells scale with level now, but I don't know whether or not that precludes the use of the spell damage affix.
