Correct me if im wrong but seen here on diablos website Green set items max out at 51 while other unique and yellow items reach level 60. Please don't tell me set items at level 60 are going to be rendered useless because you have random drops of items rather than a set of carefully gathered items.
I don't think that list is complete. Here's all the set items that where in the data files as of Beta Patch 5 (in Beta Patch 6 all Set/Unique items were removed from the client files completely) http://www.d3lexicon.com/item-sets
It looks like they are planning to have a weapons set and ~5 piece armor set for each class at level 60 that are dropped items, as well as some "Inferno" crafted sets (which didn't have patterns in-game yet, but from the names it seems clear that they are designed to be crafted).
I suspect that as they started working on a final set/unique itemization pass back in November is when they realized that the stats weren't working out how they had hoped and decided to try changing them to Str/Dex/Int/Vit. Once Beta Patch 10 comes out we'll be able to see if the set/unique items are back in the client files and, if so, we can get a better idea of how far along they are with creating and itemizing all that phat loot.
