This is an honest request after months of playing Diablo 3.
I have been playing/ loving the Diablo series since by dad bought a Diablo I demo CD rom at a grocery store a million years ago.
When I saw the Diablo 3 trailer, I bought a brand new computer to support it. Two computers later, Diablo 3 was released, and I have been playing it on and off since with very mixed feelings.
One thing that I feel has not been brought up very often is the idea of reward for quests completed. I know comparing Diablo 3 to Diablo 2 is a common occurance, and often to dubious conclusions, but regardless of that; making quests worth doing is something very much worth looking into.
Even a long quest that resulted in a one time reward of (for example)":
-A 1% increase to attack speed?
-A 1% increase to crit. chance?
-A 5% inrease to crit. dmg?
-A +10 point increase to a attribute of the players choosing?
-A 1-10% chance of a unique/ set item being rewarded?
-A random gem drop (like hellforge in D2)?
SOMETHING to make quests worth doing? SOMETHING to make the game feel rewarding.
Which brings me to another point of interest;
Ledgendaries. Another controversial, but integral subject.
I (and I think most people) feel that finding a legendary item should be a rewarding prospect. However, the current system with all it's random rolls and luck result in (in my experience) something along the lines of a 1 in 100 chance of a legendary being even remotely useful/ valueable. 1 in 100 being a generous ratio.
perhaps the rolls could be tightened up a bit to SLIGHTLY work in the players favor of a Ledgendary item to be worth the effort of hunting it? A slightly higher chance toward worthwhile attributes as opposed to useless ones? The same idea should go for crafting (If an alternative to the GAH/RMAH is sought after, which I think should be).
This post/ spelling/ grammer is all over the place due to a few Friday night drinks, but I assure you (this being my first post ever...) the ideas and advice are sincere and come from someone who has loved this franchise more than any other for my entire gaming career. Just want to see it bloom into it's full potential. Thanks, if you manged to read this far!
(Defining worthless attributes on a legendary meaning; Strength being rolled on a Wizard Only helmet/ off hand. It is absolutely inraging to see such things roll on these extremely rare items and instantly makes them almost completely useless. Surely this can be prevented/ waaay less likely? I really don't see the purpose of it continueing to exist.)

Yeah I do want that. That's why I played Diablo. It's a dark game with twisted ideas. It's why people are turning towards PoE instead of Diablo 3. They forgot who their target fan base were. Bring back the fucked up endings where your character fucks up humanity of the guy you thought was the angel is the demon. Bring back the lakes of blood. Bring back Hell. Bring back your silent character. Bring back everything and throw all of the WoW influence out.

Either way, this is not going to make doing quests more appealing. The appeal is clearly supposed to be toward combat, a vastly improved aspect from Diablo's previous iteration, Diablo 2.
Itemization is paramount and is still in it's infancy. Personally, I think the Random Magical Property bit is genius, but it has some serious flaws. One of the most glaring and counter-intuitive issues with RMP's is having class specific items roll other classes main stats.

Such a waste when this occurs. The fact that the Legendary COULD roll a crappy RMP, or that the items inherent rolls COULD be crappy.....that's not the point. I'm fine with that. But for a class specific item to roll a different classes main, it feels wrong. It feels broken.
To this end, there might as well be RMP's like +6 to skateboard tricks or 20% damage reduction from smurfs. Because that'll do ya about as much good as strength on a crossbow.

Like ruksak said, the OP was extremely scattered, difficult to see the point you're making. However, there are some interesting ideas in there. I've been thinking about quests, too, because Blizzard wants us to play through the whole game and not do stupid boss runs like in D2 (thank god, no more Baal runs). But then the quests are completely useless - don't give ANY XP, reward, and only 800 gold (what a joke). I don't think stats would be a good idea, 1% crit chance per finished quest would mean some crazy people would hit 100% crit chance in no time (I'm still convinced capping crit at 40% or 50% would be a good idea anyways). If quests were to give a reasonable amount of XP and gold, people would probably run them.
Another thing that came to my mind recently were new crafting recipes that need quest rewards. For example, you could craft level 63 weapons with socket and one other stat fixed but you would have to complete a quest to get the material for this; different quests would give you different materials and thus provide you with different fixed stats (main stat, life steal, crit damage, increased weapon damage for high DPS, and so on).
About the legendaries, it's a difficult thing to fix. Some players don't see a single legendary until they hit paragon 20 (I think I found my first at 50-100 hours of gameplay). But if you're a well-geared player with max MF on high MP, you see legendaries all the time. Now, if there were fewer "bad legendary rolls", those good players would be flooded with godly items. As a result, we would get to where TL2 stands now: too many good items at higher levels, almost no incentive to play 500+ hours. If you decrease the legendary drop rate, many casual players will never ever see a single legendary drop. I personally think the mistake was to create the huge gap in MF rate; new players start with 0%, players who have godly equip and are insanely fast killing machines have 625% MF and a kill speed that is 10x higher (or more).

OR rather walk through a dungeon and instead of seeing some dead corpse I'd like to see it cut in half with the torso on a pike to the left and the legs on a pike to the right and the entrails strung across like a laundry line Maybe a few dead babies or kids with pools of blood around or people being burned running around. I feel like the world is uninhabited... It honestly could have a little more flair to it.
Back to the point Itemization does currently suck as it's a game of who has the most crit chance and crit damage so really its not worth playing till they can fix some fundamental balance things.

What you describe is something that has absolutely nothing to do with the graphical representation of the game, but the overall atmosphere. There are so many gory movies out there that make you laugh, but horror movies where you don't see a single drop of blood and you're still scared to death. I agree that the atmosphere in D3 lacks this dark theme, but to be honest, it didn't get lost between D2 and D3, but between D1 and D2. The camp and act 1 was ok-ish, but as soon as you enter Lut Gholein there was nothing scary, dark, frightening anymore.
TL;DR: my point still stands, people should stop talking about D3 not being dark enough, and if we're talking about the change in atmosphere that this game conveys, please don't compare it with D2 but D1, thanks.
About the itemization issues with crit chance/damage: yep, agree, but it'd be really nice if people would start notice that Blizzard is aware of that and trying to change that, there were even blue posts about 1.07 and tackling that issue.

Those quest rewards were meant to be a one-time permenant increase (like the +30 to life quest in D2). Just little, but worthwhile, rewards that make you want to go back and do quests you may have missed. Like some of you pointed out; as it stands now there is 100% no reason to do a quest EVER. Which surely doesn't add to the overall D3 experience.
I don't really (and have never really...) had an opinion on the darkness/ whatever in D3. In my opinion D1 was the only entry in the series that achieved perfect hell-like atmosphere. But I have never played WoW, so I guess those who have might be more intune with similarities...

add a /nopickup to that list please. Lots of screws to turn and I'm not sure why these subtleties haven't been addressed yet? Such simple changes would make game-play so much more enjoyable.
I think Enchanting could give us something interesting. Give every drop a built in inherent enchanting potential say 1-3 slots or whatever. So you would be searching for that not only perfect drop, but one with 3 extra enchants. On the flip side, you could find a fairly bummer pair of pants with 190 VIT, and ALL res, but it's got nothing else, but look at that, it's got 2 enchant slots, so you could throw some primary in there or something.
However, enchants would be based on a limited use item, like a drop. You could find all kinds of stats and effects to throw in there, but once the enchant is used, it's burned up, and you'd need to find more of them. Or if you find a ton of crappy enchant items, you could salvage them and try to roll something better.
One problem that would arise is that people would quickly reach a point where their items have a "best" enchant, to avoid this, you could let similar enchants stack when applied to your gear but only in increases of like +1. This would give farming a bit more of a satisfying feeling when you're not hitting a literal wall so often.
You could also get into super rare enchants like: move speed (on any piece of gear!), attack speed, crit damage, elemental damage, etc.
Enchanting your items would also make them BoA. lulz (Okay, maybe not.)

I just think this game needs more stuff to collect, so you're not at the mercy of hoping for that one GG drop that comes every few months.
PoE doesn't have Hell, crazy demons, insane cutscenes, or anything from Diablo 3 but it kicks its ass because it respected why Diablo fans played Diablo. They wanted a dark fucked up game. People wanted to feel depressed when they played the game. They didn't want a feeling a hope. The original Diablo fans thought WoW was fucking gay as fuck. Warcraft fans and Diablo fans don't get along by definition, and Blizzard didn't get this.
I don't remember getting depressed from D1 or D2. All I remember is the item hunt, every drop felt like it had a chance to be good.
Neither do I recognise the hate the 3 game branches fans supposedly has for each other and the other games. Personally I love D1,D2,D3 and still I have loved and played lots of WoW and some Warcraft too.
I liked D3 too for a while but then it sucked when I realized it wasn't Diablo.
As to the OP - yeah, that would be fun, sorta. But would it repeat everytime you beat the quest (aka, infinite increase), or just the first time (aka, every is exactly the same at end game, like it is now)?
While that might be cool in a more pure RPG, I never thought questing was what Diablo was about. It's about the fighting and the looting.
As per the game being not dark enough...I just flat disagree. First, my experience is mostly with D2, not Diablo. BUT, did no one else play the last half of Act 1 in D3? You can shot a rack and it mulches a corpse in a spray of blood? Baskets of heads? Piles of Corpses? A poor sap being shoved into an Iron Maiden and coming out a zombie? And the scene where Leoric beheads his wife? or the dude who introduces you to his dead family? Or the Blacksmith who has to kill his zombified wife? Or the soldiers who were fed their own dead by a demon? Or the many screams heard in the background?
I recall less horror, both psychological and physical in D2. People are talking about dead babies and letting people burn. I just do not remember that in any of my previous Diablo playing.

Then again, the later acts with Azmodan doing his best Saturday morning cartoon villain impressions might have ruined whatever mood the game might have set up to that point.
I think the problem is graphical fidelity, it's hard to make a game look gritty and dark with today's graphics without making it also boring as hell. D2's dark-grittiness-depressing style (whatever you want to call it) was built into the graphics engine they were using.
