first please close down both the game, and the Battle.net
now head to the Folder you have Diablo III installed in, and right click on the Diablo III.exe program, and select the Send to > Desktop (create shortcut) option.
right click on the newly created shortcut on your desktop, and choose Properties
Once the properties window is open, can you then click in the "Target" box, and at the end, after the file location, add " -launch" without the ""'s, so for example it should look like:
ply, and close that window, and now launch the game from the newly changed shortcut, and once Diablo III launches, click on Options on the left side and then Account.
Here you can select the Europe Region in the drop down box, and click Accept, and log into the game
that should have fixed the Battle.net app as well, so you can launch the Europe Region from there again now
