I just installed Diablo 3 and in the settings the max foreground fps is set at 150 and the max background fps is set at 8.
I am not very knowledgeable when it comes to fps and refresh rate. Should i change these to anything for optimal gameplay? 8 seems a little low to me?
I am currently running the game on my 50" plasma tv at 1920x1080 at 60hz.
no reason not to make it much lower when running in background imo
as for the foreground though, that or simply using the "vsync" option.. not really sure what difference it would make, im interested to read about it myself

Background FPS kicks in when Diablo 3 isn't your focused app. For example, if you were playing along and wanted to check out a web site. You alt-tab to your browser and now Diablo 3 is in the background. A lower fps in that case will minimize how much system resources it uses. It's just sitting in the background so there's really no reason to keep a high fps in that case. I keep mine to around 8 and the foreground fps to 60.
correct me if i'm wrong but there is no point having a FPS display higher than the hz your monitor can display
so 60fps for most PC screens, 120 for gaming screens, and not sure how it works with TVs..
Technically FPS is a polling rate for input, so in fps type games you want as high fps as you can get. Each time a frame is drawn, it checks for input from the mouse/keyboard/etc.
