There isn't a spreadsheet for proc rates at the moment, at least not one I could find, because they changed LoH mechanics which makes it difficult to test. You can go off 2.2 proc rates but they may be outdated.
As for testing, I believe people use d3planner for number crunching, personally I just try and beat a gr60 which seems a good starting point for any up-and-coming build. Either it works or it doesn't, that's my theory.

Hey.
Long story short, I want to try out abilities and get some numbers. Where do the theorycrafters do this?
I mean if you want to see how a certain ability behave in its damage or check damage reduction on a passive etc where do you guys do this?
Do you just go normal, unequip all gear and take it from there, go like hall of agony and try out on skeletons?
Or how is it done, seeing as there is no target dummies to try out on.
I want to start doing stuff like this when experimenting with builds and gear but i'm not sure where and how to do that exactly.
Also, when people find out coefficients like the numbers for attack speed and proc rates, where the hell do you find these numbers?
