I know this will sound like a rant but I am convinced there is something wrong. Since the hotfix that supposedly increased leg drops in rifts I have been getting maybe 5% of the amount of legendaries guildmates and friends get. I just ran 10 T3 rifts with 0 legs dropped yet the people I was running with had over 10 legs each one had 17 drop. Yesterday I ran 15 T3 rifts and had 1 legendary drop. This has been the case over the past week since the hotfix. I've also spent over 1100 shards at Kadala for 0 legendaries (all 5 shard armor).
I am considering reinstalling game, I know that everyone will say "just bad RNG" but this seems ridiculous to me. Before the hotfix I was happy with getting 1 leg every 3 rifts or so, now it seems like I never get to identify anything.
Could there actually be something wrong with my game?
I know what you mean. I'm sure people will say it's just RNG and maybe it is, but I'm getting it too atm.
I was watching Modz's stream yesterday while he was rifting while rifting myself, and he got 11 legs in an hour. I got 1. It's just depressing really. I've played for many hours every day since ROS release, and the last week or so, I've gotten maybe 2-4 legs pr day on average while often playing 5-8 hours, and always crap items that goes straight for salvage, even though my gear is pretty bad so most stuff should be upgrades. :/
I can easily go 5-10 rifts without seeing any legendary or forgotten soul drop myself. I'm sure my account is bugged or something. :/
I unhooked my cable modem and let it pull a new ip address and believe it or not that seem to help my drops.
Bad thing is me and most of my clan are seeing the same stuff drop over and over again it's like something is broke and it just drops the same stuff we already had drop.
I think that, as opposed to the game secretly screwing you over with some sort of algorithm or bug, it's much more likely that you're either farming inefficiently (getting bogged down on white mobs, fighting at a torment too high for your stats, skipping elite packs), somehow missing your legendary drops (by split farming, for example), or blowing this out of proportion.
Some armor slots only have ~5 types of legendary items possible to gamble (such as pants), I've spent almost all my blood shards ever earned on pants, and often go ~1000 shards before seeing another pair of legendary or set pants. I also can go several rifts without a legendary item, but I also sometimes get 3+ in one rift (T2 or T3).
Re-installing the game couldn't possibly help your drop rate, because drops are generated by the game servers, and if anything about your character is seeding your randomness and screwing you over somehow, it's tied to your b.net account, not your game files. Note that I find that idea to also be highly unlikely.
I think re-acquiring an IP address in order to get better items is akin to wearing your favorite jersey or sweater when you watch a ballgame because it helps your team win.
Your game is not broken, you're just on an unlucky streak. Reinstalling your game doesn't help. Playing more does.
Although some of what you says sounds very exaggerated. 1100 blood shards isn't much, it's only the gain from ~22 rifts (which is less than what you report on). I didn't get a legendary until I spent 6k blood shards; I'm not at 32k shards and ~15 legendaries (though most of them on 1h weapons).
What helped me was keeping track of the legendary drop rate within our group. Once you have it written down you realize that your brain tricks you into exaggerating lucky or unlucky streaks, but on average it all even out after some rifts (I'm talking about 100, not 10 rifts, and even on a 100 rifts we're not completely even - you want a really large sample).
Also, don't compare yourself with streamers; they're usually playing extremely efficiently and probably have gear that is much much better than yours which means they kill way more monsters in the same time which means they get way more legendaries.
Well, even though I say I'm convinced I'm cursed or bugged, it doesn't really mean that believe it even though I can't help feeling something might be up. I'm sure it's just bad rng, but at the same time you also have to consider that since the game has smart loot influencing drops, it's not that out there to think that the system can also bug or 'get stuck in a loop' or whatever you want to call it, decreasing your drop rates too. I'm not saying it is so, but it could happen. I doubt a new IP would fix anything though, and even if it could, that's not an option to me as I have static IP.
I'm btw not farming inefficiently. I farm mostly T1, doing rifts in full parties and have 1.3m sheet dps + 36% to fireskills, using a fire build. So I know it's not that. Even if it were, that doesn't explain how a streamer can get 3-5 drops in 1 rift, while I consistently go anywhere between 5-10 before seeing a drop. Rng can do that, but having bad rng for a week or two? That seem excessive imo. Or I'm just the unluckiest Diablo 3 player. Who knows.
Most streamers I watch don't play on T1, and every step above T1 gives them on average 115%^(torment level) the drops of playing on T1.
1.3million sheet DPS seems like overkill for torment 1, although your fire damage is on the low side for that much sheet damage, in my opinion. You could probably be doing T2 or T3 in a full party with little or no problem. That'd be a good step to finding 15% or 32% more legendaries. (Note that 15% or 32% more legendaries probably won't really be noticeable until you've found 6-12 legendary items, in which case you may have found 1 or 2 'extra').
Also, I watched Alkaizer stream yesterday, on T6, farming pretty fast, and there were rifts where he didn't find any legendaries. He found maybe 3 while I was watching, and they were all summarily salvaged because they were not useful.

I've been running T1 rifts on one of my other characters recently and I'm averaging 1 legendary every 3 rifts or so. Which isn't bad considering that rifts don't take all that long. And that's doing it inefficiently, I pretty much always play solo. Sometimes bad luck happens, and sometimes I have days like one day last week where I found 17~ legendaries in just a couple hours, much to the annoyance of my clanmates.
