Firstly, I managed to play Diablo 3 during the Open Beta Weekends and found out some info about certain suffixes for equipments from the Gold Auction House Search System.
If i had check through thoroughly, the suffix "Spirit Regeneration" can only be found on:
Helm or Spirit Stones
Daibo
Fist Weapons.
Therefore, its possible to have x3 of the suffix. Of course, its very possible to also have "Spirit Regeneration" suffix as a Set Bonus. So...make that x4.
But let's stick with x3 for now. In the Beta, the description stated something like this "Spirit regenerated 1.15 per second". I can't remember the words exactly. But yea. So i bought 1 from the auction house, equip it and viola! i did regen at least 1 spirit per second without doing anything. So if i have 3 of those, its 3.45 spirit per second.
Now...the question is this: on higher levels, will there be a greater value than "1.15"? yes? 2 perhaps? Let's say "2". So that will give me a total of 6 spirit/sec regen.
PLUS with my Mantra of Healing: Circular Breathing [3 Spirit/sec] AND Chant of Resonance [2 Spirit/sec], i will have a total of 11 Spirit/sec regen!!!
taking into account about the Attack Speed affecting the Skill Channeling Mechanism, is it possible to *infinitely* use Tempest Rush? (^^)
edit: oh okay. Is that website reliable? like its the word from Blizzard itself? But at least that's the "For now" max value right? any chance of it being higher? As far as i can understand, the website uses some formula to compute that out.
but i am happy with 2.5 though. haha...
Its datamined from the game files, its reliable for the current build that they have access too, it may be different than the more updated internal release build, however its safe to assume that something like that won't be changed any time soon.
I'd assume set and legendary specific bonuses are completely seperate, those are just the affix maxes.
There also seems to be a tab for 'Legendary Affixes' on their page, but its empty, seems mysterious.
I think you might have misunderstood. It's not 2.5 max for everything, it's per item affix, so your "infinite Tempest Rush" is still possible.
I don't think that would be very wise though, considering the damage/spirit ratio is very low and even in the beta with a well equipped and overleveled Monk you can just kill lesser enemies (skeletons, scavengers). More powerful monsters should be resistant to its knockback as well (like Unburied), so it's probably not a skill you wanna use all the time.
I'd rather use all that Spirit generated to keep a Sweeping Wind stack going
Yeah, while the idea of using a propeller staff attack infinitely might be neat on paper, how useful is that exactly?
The beauty of Diablo is that you can have billions of possible builds, and this is one of them, but I didn't find Tempest Rush to be that big of a deal. Is there something you're seeing in this that we aren't?
I like the fact that it allows you to run faster while using it, as well as knock things over. You can run through barrels and breakable doors, etc.
It's beast. In the beta you toss on some movement speed boots, the +10% speed passive, and the tempest rush glyph... then go race Vaulting Demon Hunters and make them cry.
i actualy built a "farm" build around tempest rush i will call it the barrel breaker, Basicly its about running past all enemies hitting all the barrels and picking up the gold and magic / Rare stuffs that drops from em.

@alrek: the reason for this has already been mentioned by Azidonis. I don't intend to use it for killing enemies...unless i can push them off the bridge or off the high cliffs. lol!!!
While I really like the idea of an infinite running monk (Mostly for rushing people through levels and just to say it can be done) I don't think it's possible to do with the tailwind rune (which grants the plus 25% movement). From what I've seen, the channeling speed is relative to your attack speed. Basically multiply your attack speed from your item screen by 10. This should give you your spirit burned per second. (Have tested a little, let me know if you get something else).
Now that we know what we will burn, we need at least that in spirit generation.
The problem is there are two choices for weapons with spirit regen, the diabo and fists. Because fists come at their slowest speed of 1.4 attacks per second, we would need 14 spirit generation to make that work. With our 5 spirit regen provided by skills we would still need 9 spirit regen, which can't currently be done. Not to mention the 15% attack speed increase when you dual wield.
So we fall to the daibo. 1.10 attack speed by default. so we need 11 spirit regen. After skill buffs, we need 6 spirit regen. We only have two possible items to have spirit regen, so each would need 3 spirit regen, which is higher than the datamining from above suggests is possible.
Conclusion: In the game's current iteration (and not including any set bonuses, which I haven't heard of to exist) it is impossible to infinitely use tailwind. Northern Breeze is possible though, and easy to do really.
Considerations: In order to fake it, use sweeping wind's inner storm to generate an additional 3 spirit regen. This requires a rather high crit rating, in order to proc enough to create 3 stacks of sweeping wind. Also, you must move from enemy to enemy quickly to maintain the sweeping wind.
I actually did this the other day. I bought the best (cheap) spirit regen items I could find, threw the Spirit Regen Run on Mantra of Healing, the Mantra/Spirit Regen Passive, and got up to 10.16 Spirit per Second. I bought some boots with 13% run speed, got the fleet footed passive, and the Run Speed Rune for Tempest Rush, and got up to 38% movement speed.
Since Tempest Rush took 10 spirit per second, and I was regening 10.16 (rounded down to 10) you'd think I could run indefinetly, but it appears Blizzard has set it up for abilities to drain a minimum of 1 resource per use, so I still had to stop on occassion. I offset this by taking my last passive as the +100 Spirit, and the first run of the first skill (I always forget the name). So if I ran low on spirit I could still teleport myself forward with a punch, and get extra spirit since I was attacking.
There is an acheivement for doing each act in less than an hour, which is what I wanted to do this build for. I did Act 1 Normal in just under 41 minutes. The randomization makes it a pain, I think I spent most of my time in the Cave of Areache or whatever that spider cave is.

That would make sense as to why using a diabo with the spirit regen/dodge passive would be better than two fast fist items with spirit.
Haha I just used this build to beat all four acts of Hell in under 2 hours. Sure the odd jailer held me up, but I never really had to stop until act 4 when my weapon broke. I used a +2.32 regen diabo and +1.84 regen head stone, started twirling and never looked back.
Just an update to share my experience regarding this:

You can tempest rush across the whole of Sanctury at 150% movement speed...for as long as you like, without the need to activate any additional skills except tempest rush, as long as you get the right equipments. As far as i know, this only works with a Daibo without any atk speed suffix and with only atk spd of 1.10. ehh...you can get some atk spd. As long as your rate of spirit consumption is not higher than your rate of spirit regen, you are good to go.
What i had done [for my monk] was to ensure that my attack per seconds [atk spd] is at 1.10. So when i used tempest rush, the channeling cost will only be about 11spirit/sec [original cost is 10 spirit/sec]. Hence, i will need at least 11 spirit regen/sec. which i had gotten from some skills and items.
Now of course, its entirely up to you how you want to get your 150% movement speed and how you want to get your 11 spirit regeneration/sec. You can get it all from items OR a combination of skills & items. But you still have to use Tempest Rush: Tailwind to get the additional 25%. Otherwise you will only be moving at the capped mov spd which is 125%.
Looking at dual wielding weapons, I am not sure if its possible to achieve infinite tempest rush. But its absolutely possible to do it with a Daibo. As far as i know, Daibo is the only 2H weapon that has the suffix - Spirit Regeneration. I have browsed through all other 2H weapons, both legendary and set, that are usable by the Monk Class and there's no other.

I have left out Way of the Hundred Fists: Blazing Fists because the effect only last 3 seconds once you are out of combat. Not something that you can keep doing while running across Sanctuary. lol...
The max amount of spirit regen that one can get without doing anything, just standing, hands away from the keyboard and mouse, no mantras, no buffs, nothing. just "Start Game" and do nothing = 15 [2 fists] or 12.67 [diabo]
The max amount of spirit regen with Mantra of Healing: Circular Breathing + Chant of Resonance = 20 [2 fists] or 17.67 [daibo]. It can be considered as "permanent" but with a condition - you activate mantra of healing every 7mins.
The max amount of spirit regen with Mantra of Healing: Circular Breathing + Chant of Resonance + Sweeping Wind: Inner Storm = 23 [2 fists] or 20.67 [daibo]. It can be considered as "permanent" if you are able to keep sweeping wind up but that would mean you will need to have enemies around.
One may think: "Is it possible to tempest rush across Sanctuary with sweeping wind?". The answer is "no". Because while rushing, you are only at most regenerating 9.67 spirit/sec since 20.67 - 11 is yea...9.67. And you will need to have enemies around to refresh the duration of sweeping wind. You can't manually activate sweeping wind skill every 5 seconds since it costs 75 and you have only regenerated at most 45-50. Even if you were to use an inferior daibo which reduces the base atk spd to maybe 0.80, that's not enough. If there are enemies everywhere, yes. But you could do it within a dungeon, cave or an area filled with monsters. Just not across the whole Sanctuary. Like from Act 1 starting point to the area where you fight The Butcher. But i guess its good enough if you can do it within a dungeon, etc. =D
Some reasons for why you want to have infinite tempest rush:
1] to quickly get from one place to another
2] escaping from enemies [may be useful in inferno]
3] Treasure Goblin Hunting/Farming
4] Elite Group Hunting/Farming
5] Random Event Hunting/Farming
6] Go through enemies to get out [sometimes you may get cornered and surrounded and you can't get out. You can activate Tempest Rush to go through them]
OH and just a side note regarding elite monsters: some of them are able to catch up with you despite rushing at 150% movements speed. =D. So don't be surprised when you are being chased by them. High Speed Chase. Its also rather funny to see your follower trying to catch up with you. XD
And i guess this makes the Monk the fastest class? Any comments?

this should generate 8 spirit every second, hopefully enought to keep tempest rush running forever, rest is heaking and oh snap im CCed buttons.
this is probably not viable, but who knows might the fastest way to grind gold without killing mobs

You could also rune fists of thunder with quickening to create spirit procs for every crit that sweeping wind makes.
