It's so finnicky. I'm constantly getting stuck on stairs and random objects, not just trying to teleport through walls. And the only rune I'm ever compelled to use is Wormhole because the cooldown is too high for just one Teleport on the other runes.
And with the redesign of Dashing Strike on the Monk, I feel like they really need to work on Teleport.
I'm a bit torn. I used to Teleport a lot in D2, and it oftentimes felt a bit like cheating when you could just Teleport through walls and stuff. But in D3, and at least the last time I tested it on the beta, Teleport seems to be only a small movement boost every 15 seconds, very much like Teleport in WoW. Obviously, they don't want wizards to be teleporting like sorceresses in D2, but with all the movement speed enhancements the other classes are getting I feel we're kinda just getting the worst of them all. On the other hand I can understand that they want to do everything to prevent an Enigma-like situation again...
So yeah, I only use it together with Wormhole and I feel like it needs some work, yes. But I can't imagine they'll work on that in the foreseeable future...
I feel it could use some improvements. At least let it teleport through all walls and such.

Mix Teleport with Illusionist and you'll be flying.
There are numerous ways to use Teleport other than mobility. There are builds that have Calamity and Safe Passage as crucial components,. The only rune for Teleport that's much less attractive than the rest is Reversal.
Also, there will be a new craftable legendary source called Cosmic Strand, which grants the Wormhole effect for all your Teleport runes. No one has been able to craft this yet, though, since not all the materials are currently available.
But yes, Teleport can be a little buggy at times. It's much better now than how it was earlier on in the Beta, but there are still improvements to be made. If you haven't noticed,through PTR/Beta, the visual effects of Teleport has changed in comparison to how it looks/feels in the live game.

TBH I miss the fact that we could do that. I wish it'd cost like 12AP per cast (Something like that?). I miss flying around and throwing spells out like in old D2. I was really hoping they would've changed it to something of the sort (I know it can be a little OP). Teleport is still buggy but it is better from what it was. Whatever's though I'm just glad they got elemental loving, it was so needed.
I kind of agree that TP needs to get rid of the CD and make it Resource based. You lack mobility compared to other classes who have their mobility abilities as resource based as well as unable to counter play monster affixes because you timed your teleport wrong and its on cooldown. Also to me, I just want to spam teleport how I did in D2 with my sorc and before the patch with CM
