You can force Ambient Occlusion for D3 via the NVCPL. I'd recommend doing that since it adds a lot to the game visuals.

Best FPS is based solely on your monitor with the hardware you have. If you have a 60hz monitor, which most people have, you can hit 60 fps @1080p with everything maxed. My PC which has a GTX 680 and a i5-3570k (OC'd to 4.2ghz) with a 144hz monitor can run the game 1080p maxed settings at 140 fps.
