Imo Challenge Rifts is the way to go. In Challenge Rifts you are on equal grounds. Botting will not benefit you in a Challenge Rift.
The leaderboard system could transition to Challenge Rifts.
This would reduce the impact of the current Paragon System, creating the opportunity to change and improve it.
Problem is no one knows much about them. Few very important question should be asked like, what difficulty are they based upon ? Rifts difficulty ( max t13) or Greater Rits dificulty where you have the possibility of increasing the difficulty of the greater rift. If they are based on Rifts they WILL FAAAAAIL I not they will be good if implemented well.
Some things are known about them, and it appears you do not know them yet, so let me share.
The Challenge Rifts are a snapshot. Essentially, they will randomly take a GR clear from their database, and present it as the Challenge Rift.
Thus, it can theoretically be anywhere from GR1-GRinfinite, as they copy the exact map, GR level, build, etc.... and then relay that as a challenge.
What is not known are the rewards of this mode, where we go to access it, how often it will reset, and most importantly, when it will be released.
Well it also snapshots that character and build, so it means you aren't really doing any progression on your own character. I really don't know how challenge rifts will work in the long run, because I can see it being a fun distraction but ultimately I want to work on my own character, not just play random builds that get picked out of Blizzard's system.

For starters, all we know is that they will drop bounty mats and they did mention xp as well I believe.
^ There is a video from Blizzcon showing the CR solo/2s gameplay. There it is a GR. It is lower than GR50 in difficulty, but this was almost certainly made for their internal testing, so they can replay it faster. I expect CR to be snapshots of hard to beat times since this makes the most sense from a competitive pov.

Seems you've gone silent so let me ask with a quote maybe you see better or maybe someone else knows the answer.
Can you point me where they said they snapshot a GREATER RIFT and not a RIFT. Ofc saying a rift is ambiguous and could very well mean a Greater rift but we cannot be 100% sure as you made it sound.
Like Skelos_bg said, it was at Blizzcon 2016 Day 2 during their panel.
In several interviews afterward they talked about it with others, saying the rewards will likely start with Bounty Mats, and beyond that they are not 100% sure, but it will likely have xp tied to it as well in some form, even if it is minor.
