Why these particular six then? What made them form the ruling body? What is purely chance?
Well I assume it was a joint decision amongst all the strongest angels, Inarius included at first. They all thrive on order, they knew there had to be something done to keep all the angels from running rampant.
Which would place the angels at an even greater disadvatage compared to the Three, if only their own destruction is what keeps them from revolting.
I wouldn't say COMPLETELY because for the most part I believe most of them get along. Imperius being the more wild tempered one it would seem, and possibly Tyrael being the outcast for breaking their laws now.
It does put them at seemingly somewhat of a disadvantage though.

I would just like to point out that Baal is not the youngest of the Prime Evils but the middle brother. Diablo is the youngest and the most powerful. with regards to Mephisto being the sorta leader in many events that the 3 are involved, well, he is in fact the eldest brother and being the Big brother, he is responsible for his brothers still. Like humans and their siblings, its like that. Even if all decisions require all three of them to decide. Mephisto will always be the initiator in everything, like a democratic president who asks for his cabinet members' advice or suggestions but is still decided by the majority. It's like that. Hope my answers gives you a little enlightenment. lol.:D

Do ya think that maybe Mephisto was the first out of the abyss? Thats one possibility, but other than that it seems that Mephisto is the big brother of the three (baal looks like the youngest sibling as he kind of sits and listens when diablo enters hell again).
Just for reference, it is mentioned that Mephisto is the oldest of the Three, but that does not make him the leader, if you actually listen to the books you can read in Diablo 1, it mentions how Diablo is the leader of The Three. By saying oldest, I would imagine that means he was the first to come from the abyss. But I don't think that makes him the Strongest.
Diablo was also the last of The Three to be captured, and was also the only one to actually be guarded. Mephisto was locked away in the tower, and was left vacant until the Zakarum came about, and Baal was buried in a tomb.
Diablo was buried, deep, DEEP within the earth, and then the Horadrim built a monastery over the site, from which they could safeguard the Soul Stone. This had to have been done for a reason. He was also the one that went back into Hell in D2 to re-acquire The Three's position as "Rulers".
His unstoppable will, and desire for retribution for they're exile, & imprisonment allowed Diablo to free himself, so he could then free his Brothers.
Mephisto speaks of "At long last we stand reunited!" in D2, as if he is happy to be with his brothers again.
And the ever memorable quote of Baal, "My brother's shall not have died in vain!".
Thats kind of proof to me that there is definitely some kind of "brotherly love" among The Three.

It's harder for stronger beings to manifest into Sanctuary because of their vast amount of energy. Demons are summoned with no problem by the culists, but it takes 5 cultists and 3 sacrifices to summon the Thousand Pounder.

I don't think the angels are at a disadvatage though theoretically speaking. They seemed to have no trouble whatsoever to command an entire army into Sanctuary at a moments notice during the Sin War, and Tyrael was skulking about just as much as Diablo at the time.
When Tyrael couldn't stay in Sanctuary, he'd fought with both Baal and Diablo. He was probably pretty tired, and so that's why he returned to Heaven.
However, it does seem certain that lesser demons, such as Fallen, only exist in Sanctuary because their demon masters to as well, as if pointed out in Demonsbane.

An assumption made by Cain in Act 1. There's still Belial and Azmodan to account for, I don't think Diablo or any of his brothers expected those two to be a cakewalk.

Just because Andariel & Duriel allied themselves with them again, doesn't mean Belial & Azmodon have. They still rule hell, and I highly doubt they would just give that up all of a sudden, especially after having that civil war with each other.

Your basing your lore off the first known gameplay trailer, and the Prime Evils were never summoned, they were banished, theres a bigg differance there.

The heavens definitely had no problem massing angels and sending them to sanctuary at all. They were definitely all gungho about it, it kind of made me chuckle as i was reading it because it seemed like all the angels and demons where all tensed up and freaking out like "ZOMG IM gonna get me some (angel/demon) Scum fo breafast!" And the humans were kind of in the middle watching them like.."wtf, this is NOT cool" lol. it was just funny to me how intense knack made it.

There may be other means through which one can remain on Sanctuary though. Perhaps a host merely provides energy for a demon to use, and so it isnt necessary to use a host, but merely killing a human would provide the same effect.
I doubt the angels would use such a tactic, explaining the apparent imbalance. But it's purely a thought I had, and shamelessly similar to how a vampire would survive.

I'm not basing everything off of the gameplay trailer. It's just what makes more logical sense to me.
I didn't say there weren't banished either. As far as I know they were banished to Sanctuary and then forced into soulstones by the horadrim.

Its because of this that I think that The Three have plotted everything so far, from their own exile, to even being purposely defeated after being freed from their imprisonment. The only question that remains, is what they plan to do next? Why wait so long? And why I think they are far, far more cunning & powerful than even Heaven may be able to see.

The meteor in Tristram certainly had something to do with it, it was falling as the forces were invading.
Tyrael hadn't been seen in those 20 yrs, he probably was trying to somehow keep Hell out.
The 3 greatest demons known were murdered by a single band of mortal heros and then those same demons minions walk right up to the front door of the greatest nation of warriors ever.
Time probably doesn't work the same in Heaven and Hell as in Sanctuary.
There's a theory that Beliel had been infiltrating heaven and had done something which took him 20 yrs to accomplish but would give Hell an advantage in the coming war.
And the worldstone was certain the only thing keeping them out, Inarius made it straight away after Heaven and Hell discovered Sanctuary to keep them out of it because he knew they would just walk in if he didn't.
Whatever the answer, whether they could or couldn't it doesn't matter, now they can, and they are. The answer though must lie with the Horadrim as Cain went to the Horadrim Monastery in Tristram to find the answer to that very question.

Right, whether or not any inequality existed in that particular aspect or not would appear to be a moot point at this point in time, since the Worldstone has been destroyed.

It could simply be that neither side wants to be the initiator. If Hell enters first and simply rush in, they will have to face all of humanity, and after that's over and done with, Heaven can just waltz in and crush any opposition. It would appear to be obvious that Hell would need to be at least a little prepared before launching any assault on Sanctuary.

Good point, allow me to clarify myself though, Demon and Angels perception of time is probably different from humans, they're both immortal, so 20 years to them seems, like you said, laughable, even though its half the average life-expectancy for a human at the time.

Why didn't the forces of Hell spill into Sanctuary almost the instant the Stone was destroyed??? For whatever reason, the forces of either side still cannot just walk right into Sanctuary.
Why wait 20 years?? Hell would have relished in the idea of slaughtering all of mankiind, and they have had a 20 year long chance to do so, and have not done so.
Its because of this that I think that The Three have plotted everything so far, from their own exile, to even being purposely defeated after being freed from their imprisonment. The only question that remains, is what they plan to do next? Why wait so long? And why I think they are far, far more cunning & powerful than even Heaven may be able to see.
Well don't forget Beliel and Azmodan may only just have made peace recently.
The meteor in Tristram certainly had something to do with it, it was falling as the forces were invading.
Tyrael hadn't been seen in those 20 yrs, he probably was trying to somehow keep Hell out.
The 3 greatest demons known were murdered by a single band of mortal heros and then those same demons minions walk right up to the front door of the greatest nation of warriors ever.
Time probably doesn't work the same in Heaven and Hell as in Sanctuary.
There's a theory that Beliel had been infiltrating heaven and had done something which took him 20 yrs to accomplish but would give Hell an advantage in the coming war.
And the worldstone was certain the only thing keeping them out, Inarius made it straight away after Heaven and Hell discovered Sanctuary to keep them out of it because he knew they would just walk in if he didn't.
Whatever the answer, whether they could or couldn't it doesn't matter, now they can, and they are. The answer though must lie with the Horadrim as Cain went to the Horadrim Monastery in Tristram to find the answer to that very question.

It could simply be that neither side wants to be the initiator. If Hell enters first and simply rush in, they will have to face all of humanity, and after that's over and done with, Heaven can just waltz in and crush any opposition. It would appear to be obvious that Hell would need to be at least a little prepared before launching any assault on Sanctuary.

I'd say it probably does, there would appear to be plenty of other reasons why nothing has happened for 20 years. After all, that is a laughably short amount of time if we look at the spectrum of the entire war.
Good point, allow me to clarify myself though, Demon and Angels perception of time is probably different from humans, they're both immortal, so 20 years to them seems, like you said, laughable, even though its half the average life-expectancy for a human at the time.
