I noticed this forum doesn't have the "report post" feature enabled. My guess it that would help lower the number of people who see any spam posts. There are also more advanced techniques of spam protection than just the captcha vBulletin provides (if you check vBulletin's website, they have information on that. I did it on my forums). Generally the latest versions of forum software have the best anti-boting features... these forums are not running the most current version of vBulletin, so updating them would be a good idea.
Usually, at least in my situation, when we look for new moderators, we talk in our private forum section about who would be good for that, and semi-vote there. That may not be an option here if there are not enough active staff, but it's still an option, cause you don't need many. To just address the spam issue, it would be best to find just one or two users which have very high activity, since their frequency will reduce the time any spam stays.
It's even possible that they are told to only address spam, and not get involved in other user's posts (in case they were controversial, or too strict, or immature, or whatever)
It's funny when the spam threads are named something like ''Hillary and Obama battle'' and when you click on it, it says ''MEANWHILE LOOK AT THIS PORN''. I thought that was humorous.
I think Elfen should have his status boosted to maximum, then things would get done faster around here
