I've found here a nice little way to easily get a border (and other cool stuff you might want to screw around with) for your picture at photobucket.com.
Step 1: create an account with photobucket (if you haven't) otherwise you won't be able to do what this guide says.
Step 2: activate account through e-mail if you have to, then log in.
Step 3: find where to upload picture and then upload.
Step 4: once you've uploaded, you will be at a place where it shows the image and to the right you can add a title, and description. Do that if you wish, then below the picture click "edit this image".
Step 5: you should be at a place to edit your image multiple ways now (after some slow loading :/). Look near the top, there are multiple tabs. Click "decorate", then click "borders" below the tabs.
Step 6: choose what border you want. This little feature on photobucket is mainly in beta, so I'm sure more borders will come along the way. But for a nice, basic border, choose "solid border" (if you're not sure which one that is, top row far left, or mouse-over to see name).
Step 7: you will notice there is a gay white border then a black border outside of that white border when you click "solid border". To get rid of the white border (well... you should, but you don't HAVE to), there should be some options for your border below the tabs. Drag the middle option "thickness" below where it says "inner border" all the way to the left (where the minus sign is).
Step 8: now you will see the gay white border dissapeared. Huzah! But that black border is a bit thick right? Well, go back to border options, and drag the thickness below "outer border" to where you want it, closer to the + sign is a bigger border, and the - sign is a smaller border. It may be trixy to get the border to exactly where you want it. Personally, I like my borders really thin but noticeable.
Step 9: so you have your border how you like it now right? If not, go back to step 8. If you do have it where you like, go to the bottom and choose "replace original" (replace your original uploaded picture) or "save a copy" (basically save that new-and-better-looking-because-it-has-an-awesome-border picture as a new picture, keeping the old original one that has no awesome border).
Step 10: now you should be at a page where it shows the picture in a white box and there are options above and below. Well, look to the right, go more to the bottom of the screen and copy the IMG code.
Step 11: go to your usercp as diablofans.com, go to your signature, place that image code in, and for goodness sakes center your damn image.
And you're done! 11 steps may seem hard but they're just a lot of easy steps. You'll get the hang of it after the first time :P. Hope it wasn't too hard for you to follow!

Photobucket alters your picture. From what I've personally seen, the color. I matched the color of the text of this forum on paint.net, saved it, uploaded to photobucket, and it did not match. had to subtract some hue to get the right color *shrug*
It doesn't for me. I'm looking at downloadeded picture and photobucket picture side-by-side... see absolutely no difference. *shrug* It might just be the text itself lol.
P.S. - Couldn't just say "nice guide" could you?

If you are using Photoshop CS3. Then after you are done with EVERYTHING... make a new layer. Got to image>apply image. Leave settings at default. Then just right-click on the new applied image layer and select blending options. After that just go down to stroke, change the color to black, the px size to 1, and the stroke area to INSIDE.
That's should get it done good.
Now if you want the type of letterbox border in my sig... well that's another story. Same process, but instead you manually pencil in the letterbox rather than use an automated system like stroke.
