This is why I strayed away from this whole thing. A lot of people actually GOT the virus by panicking and seeing if they had it and trying to remove it.
April 1st was the day the virus linked back to its host and updated. This means that not only is the virus out there, but its bypassing defenses and receiving updates from a "server" of some type.
If I am not mistaken, best and safest way to see if you have it is to restart and go into safemode. Again, if I am not mistaken, the virus does not allow you to go into safemode, thus telling you one way or another whether or not you have it, and without having to download shittons of programs that will most likely get a virus on your computer.
I *heard* that one of the reasons for that is that most people outside the US don't have a legal copy of an OS, so they don't get the updates that *help* to avoid things like this. Could be wrong, though. It makes sense to me, but I don't know much about computers.
Or, they may not want to/can't update their OS (connection issues). Most people who pirate can protect their computer, on such large scales, especially. But I know many official Russian offices still use some older versions of Windows XP (forget about Vista).

I also heard that in China, they only sold like 300 copies of legit Windows Vista
You can buy the best Vista (Is it Enterprise or Ultimate or something?) version for the equivalent of $2 over the counter there
