I don't even think it's a matter of "when", but more a matter of "if". The lead game designer, Jay Wilson, said multiple times they will never let the PvP take the lead of the balancing team, PvE will be the main focus.
PvP might get a couple fixes regarding abuses (probably if every single person starts doing a specific strategy or an abusive glitch is found out in a given skill), but balancing in the sense of "making x skill more competitive, because y skill is too strong in PvP" or even "buff x character because he is a lot weaker in PvP" will most likely not happen.
I haven't heard that they wouldn't really be focusing on balancing PVP in this game. Interesting thing to know. I never played Diablo or Diablo 2, but my roommate said that he loved PVP in Diablo 2, so I assumed it was a pretty big focus as well.
Do you think that the reason they are taking a stance in Diablo 3 is carrying over from their experience with WoW? It seems like every time they would try to buff a class for PVP in WoW they would either overdo it and make that class too strong for PVE or some how break the class so they were not doing as much damage in PVE.
