I'm not doubting Blizzard's designing. But seeing how much freedom we have, how exactly are we going to prevent players from complaining about other classes advantages like "rock paper scissors". Oh god you should see Rift. They have about just as much custimization as this game does (In another way).
Wouldn't it be great if there was a game mode for more Blizzard controlled balance? You join arena with blizzard-given builds you have to use. And yes, that sort of breaks the whole point of the rune system. But we need something to actually play without getting riled up over what other classes "keep using overpowered X ability" and blah blah blah no matter how many times blizzard tries to fix everything.
I'm not saying "hey, give up balancing freestyle arena and just give us mandatory builds" I know how much Blizzard wants the pvp just to be fun and thats it. But how can it be fun if its not balanced enough?
If every class has a chance to kill other classes with right skill and gear, why worry about pvp balance? It player skill which u should worry. Unless u have a class than 2 shot all other classes than that is imbalance.
I think it will be fine. The whole point of runes is to allow different builds. I briefly played the beta a few weeks ago so I can't speak for all possible builds, but I do have faith that Blizzard will balance this game. Even If one build ends up being overpowered, either it will get nerfed or people will develop ways to counter it. Even if it takes a little while, I have faith that Blizzard will balance the content so no class dominates any more than another. My $0.02.
The whole point of diablos pvp being just for fun is that they don't have to balance things out. I would HATE to have a whole new set of skills / changed skills just for pvp, and last I remember they said they would never do that.

As to your question; Heck no. Pvp is GOING to be unbalanced. Yes if one ability is one shotting some people they might lower it, but that's about it. I played the wiz in PVP at blizzcon, and it was such an awesome combo to tele in to a barb (with wormhole rune) frostnova (with whatever made frozen take more damage) instantly tele out, then arcane torrent (with slow) and either disintegrate the last half of his life or just arcane missile.
The point being they either will end up doing very light, almost no balance, or have to get deep into balance and change almost everything. They've already said they don't want to waste time balancing, and I wouldn't waste time worrying about it. If your class just keeps gettin rolled by another, hell it's now a challenge to beat them.
I hate to say it but, it would sort of go away from my view of what the diablo community is. It would segregate the community socially, and for me that's just not what d3 should be all about.
They said on start they wont balance PvP that if some class is ''overpowered'' it's just the way it is, so if you care for PvP chose smart who you're gonna level up first, if going for PvP from start. Tho i really do expect that later on when most people pass game and had enough of grinding/PvE that they give more attention to PvP, tho there are already more stuff for PvP then i hoped for, since they said they wont really ''work on it''.
I care a lot more about pve balance than pvp balance. From what members of the development team have said it seem they are much more concerned with pve too. Also since its always 4v4 i feel as if this balancing mechanism in itself because if there were a rock paper scissor scenerio 1v1 you would be screwed. Now with 4v4 combination and more variables, which i gues is not balance but makes for a much more complicated rock paper scissor scenerio if that makes sense to anyone heh. This is coming from a huge fan of D2 pvp and someone who plans on playing pvp in D3 often.
