A lot of people think Diablo II was based around PvP but if you think about it...it's all really based around PVE. It doesn't take a well skilled player to beat people in PVP in D2 (at equal levels). It takes good GEAR. Only having 2 skills viable was definitely the major factor there in most aspects. What do you guys think the case is going to be in Diablo 3? Would a level 60 player with solid Hell gear stand any chance against someone with Inferno gear? Being that Diablo 3 has way more PVP support with some what tactical arenas using random health orbs and with more active skills varying in defensive and offensive, it'll definitely push itself from it's predecessor and become more than a 1 hit scenario to say the least. I'm sure Blizzard will have a match making system based on win vs losses and a gear point score of sorts. Didn't really work in WoW though I must say. A lot of the times it was gear or GTFO and just playing your weekly 10 games a week to get the minimum arena points was terrible. Diablo 3 being a DPS driven game...someone's going to get hurt. Who will it be?
being an ex veteran hardcore WoW PvPer and have my good share of stories on how being out geared and out gunned and still ended up on top i would have to say that skill is a major factor. I remember WAAAAAY back in the day back before ret paladins where viable for... anything (Pre-WoLK). Ret was a joke for everything I found a way to make it a Viable PvP spec. I remember this time on my PvP sever i was jumped by a rogue 4 levels higher then me and ended up on top w/o my bubble. Really it just comes down to a mixture of both gear and knowing you opponents weakness.
The match making will match you with people of the same gear level. In the avarage you will fight people with similar gear compered to yours... Then skill willl be the thing that matters =]
Well, D3 is an action-rpg hybrid game, so as far as gameplay goes, imho...
Action part of it = execution of commands/attacks and combos/patterns-of-attacks in real time. Good positioning, management of cooldowns and resources. Aiming spells (probably going to use more skillshot spells).
RPG part of it = good strategy and build, grinding for better gear, and with better gear the action part of the game (execution) becomes a lot less demanding. Probably going to use less "skillshots" and more 100% hitting spells (like AoE ones and minions).
So I'd say the rating is going to be purely defined by winning/losing against people of the same level (and not considering items at all) and it's very possible for an action-focused player to fight a gear-focused player and have a good battle.
I believe most players like to focus on both aspects of the gameplay and these are probably going to be the majority of the playerbase. But I don't think the matchmaker will give the advantage to action-centric players (that would be by comparing just items/gear rating and pairing against similar people).

You also have WoW kids who think they know how to PvP when the game auto aims all their moves for them and all they do is click 1-10. You guys won't last 10 seconds in D3 PvP.

Anyways! I believe that skill comes in very handy.

But seriously, the answer is that both are obviously important, but skill moreso. If I was clinically brain dead and got sat in front of D3 with a character with absolutely top notch gear I wouildn't have a chance of beating anyone. The effect of skill is augmented by gear, not defined by it.
Depends. For example, on the DH I know I'm going to be using Hungering Arrows as my hatred gen, in addition to rapid fire. It homes, so really for the most part you're only gonna be able to dodge the arrows by kiting around pillars. But combined with Rapid fire you're not gonna survive if you can't take a hit from me. Ergo, depends on the matchup. Same thing with a wizard who spams electricity vs. a wizard that spams magic missile.
Like any RPG gear is going to be a key factor in your success in the PvP aspect. While skill plays a large role in performance, not being able to take or deal damage will completely cancel out how good you may be.
So plainly, you will need gear to beat decent players and have any kind of consistent win rate.
