There has been a lot of discussion about Blizzard making an effort to balance PVP and how the RMAH will taint the PVP scene. There have been suggestions to have specific PVP gear that everyone has access to while in PVP. I think that's a cool idea but it will take a lot of time/effort. The simple solution is as follows:
White Item PVP
It's as simple as that. Everyone has access to white items at the max level from drops or vendors. It's like a governor on a race car engine in professional racing. Everyone will still have access to all of the skills and passives. It will be purely be a measure of who can use their build in the most efficient manor to defeat other players.
What do you guys think? Short-term solution to balanced tournament style PVP?

No. Theres a substantial difference between +200 str and +0 str.
How two players squaring off with +0 strength much different than two players squared off with +200 strength? The idea is to find a PVP mode that is about skill utilization, not out gearing each other. A simple solution to that is to limit gear to white items. Obviously a level 60 player will beat a lower level player but the idea would be that it will be competitive when fighting at equal levels.
I think it'd really limit the variety of builds you'd see because the only real difference between characters would be skill/rune selection. With gear, you add faster attack speed, +life, +strength, +x skill radius, etc., etc., etc. to the mix and variety explodes.

Personally, I would hate this. The item build and the min-max is the heart of the Diablo customization, they've gone so far as to remove other systems because of the sheer focus on "itemization", so removing it for PvP would make it absolutely boring for me at least.

Giving each player access to the same gear is the only way to have competitive PVP. This is just a means to an ends until a more in-depth system is implemented. I personally would rather play PVP with my own gear, but this will satisfy the desire that some players have for competitive PVP. I think it's much better than having pre-determined builds (similar to blizzcon).

You know, they could just do what they are doing...and NOT worry about highly competitive play and tournaments. Not every game needs to be an eSport. Diablo 3 is perfectly fine as a PvM game with optional PvP for fun. I see little reason to jam highly competitive PvP into it.
I understand where you're coming from, but I think you're misguided. I think a lot of the imbalance in PvP will come simply from the different classes skills. Seeing as how Blizzard will not be balancing them.
The thing you have to understand about a game becoming a competitive PvP game is that it absolutely has to be supported by the company creating it as such. Look at games like LoL, or DotA2. They have competitive scenes because the companies that created those games are funding the tournaments, finding the sponsors, hosting the competitions, etc. A game doesn't just suddenly appear on the docket at DreamHack, it has to get there through the hard work of a lot of people.
Nowadays, games NEED support from their companies to become an e-Sport. This is proving hard for people to understand, but it's the facts and believing that you can make D3 an e-Sport is just naive.
That said, if you're just trying to narrow the playing field in your just-for-fun PvP games (which I'm sure there will be a lot of - there might even be some for $$, but it will never ever be on the scale of other games). Then I think what you're going to have to do is ban the use of some skills/passives rather than bother with items.
Some skill and runes require secondary stats in order for them to work. I know the Witch Doctor has a handful of abilities that have their range boosted by the 'gold pick up radius' stat.
I understand where the OP is coming from, but at the same time D3 isn't meant to have a balanced and legit pvp system. The arena pvp system is in there for funzies, not for srs'ness. Restricting pvp to white items only falls into the "for srs'ness" category, and therefore has no place in D3.
