I was rather skeptical when Jay tweeted that it was coming very soon. Blizzard has a long-established company policy of not promising ANYTHING on ANY timescale until they know with 99.9% certainty that they will meet whatever time they state publicly. This isn't the first time Jay has apparently disregarded this.
I don't understand why blizzard management continues to keep this guy in their offices
It's Blizzard management most likely that has told him "About that tweet you send, turns out we'll have to delay those. You'll have to update that tweet".
It's then easy to point the finger and say "management said so", but it's actually, at least the way I see it, much more honorable to say "turns out it's not gonna be as soon as I thought".
Accidently ran into one of krip's youtibe videos. He pretty much explains what i was thinking. He explains why pvp is delayed. And i agree 100% with his reasoning.

what "complications" can stop a blog?
Imagine your family tells you you're having a delicious roast for dinner some time this month, now lets say that the roast was scheduled to be eaten this week. Your siblings/father/mother/whole family say they cannot make it to dinner tonight so therefore the roast has been pushed back to a night later in the week and instead of having some gravy with the roast you're going to have some applesauce because your father doesn't like gravy (and what he don't like aint welcome!) Now because of this change in topping for your roast you have decided to add or remove certain side-dishes to the roast, adding or removing some vegetables to suit the applesauce. Because of this change it has also pushed back the night of the roast because you don't have the ingredients to suit the applesauce (and it just wont be right to have the wrong vegies with applesauce!!)
Now translate what I said into development talk. Things can go wrong in the production. They don't want to put out information that isn't actually correct! I can imagine that they don't want to release the blog or information on the blogs release when they feel that certain things need a bit more tweaking and adjusting.
That being said, hurry up blizz!

It's too bad he doesn't read this. But Blizzard, you need to replace Jay. He's toxic for your company, and literally does one thing. Dissapoint us all with his 'news'. PvP was at least playable before release. (Blizzcon) There's no excuse to have kept us waiting this long. I've invested $60 dollars into promises that aren't met until after I've lost so much interest in the game that I stop checking.l

Nothing short of this, give it till right before or after new years for blog, give it till mid-late feb march for patch if that lucky

If they weren't happy with him being the game developer they would have gotten rid of him already.
