It's a kinda cool idea tho but they should focus on bring classes closer together on solo gr's and get finally rid of the 3 supmeta wich will be a thing in S6 AGAIN!! So I don't think this build/set will be a thing in the near future, considering blizzard likes the idea.
I don't disagree at all, however this was literally just a fun idea I envisioned and thought would be a lot of fun to play and would fit in some of my personal favorite skills such as Hydra. The problem is, as soon as they get things balanced, they will add new stuff, which will unbalance the game again....so there's no real way to fix it all, so personally I think they should add affixes to currently existing items first, then focus on balancing them in a new PTR.
I don't see the purpose, at all, for removing currently exisiting pieces, even if they ARE more or less useless. Revamping them to have a new legendary? Sure. Removing? No.
Why does Frost Nova have damage on it? This forces you to pick the Frost Nova damage rune.
Not quite sure what the fantasy is that you are going for. Firebirds is pure fire, Vyr's is Archon, especially given that Vyr is the guy who invented Archon, Tel'Rasha, who was famous for his control over all facets of the elements, and his meteors, is multi-elemental+meteors. This is more like revamped Delseres, a man who attempting to utilize the control over time into crafting a powerful suit of armor. Only unified thing is, well, Hydras. Hydras and storms? Hydras and natural effects?
As for skill usage, you really don't have anything supporting Wave of Force besides, well, the set bonus. Nothing that makes Wave of Force deal increased damage, it essentially completely fulfills the role of a spender.
In addition, you have to have Hydra, Blizzard, Black Hole, a generator, Wave of Force, AND Familiar to get maximum benefit. Black Hole/Blizzard is required to further boost your Hydra damage, which is where the majority of your damage is coming from. Wave of Force is needed because you need a spender of some sort, given that this isn't a niche build. Familiar is needed because you are boosting its damage, and you generally have things boosting pet damage. Generator because you will be using arcane power, and Generators are needed to fill in the gap.
Overall, only thing I agree on is that Hydra does need a set (All classes currently have 1-3 abilities that have NO set interaction whatsoever). I have to disagree with your 4 piece bonus (It only provides a 10% damage reduction buff on a single target, and makes you immune to damage in big crowds), as well as you 6 piece (Should be changed to granting 200% extra damage to all skills, with supporting legendaries making you choose which skills to pick)
I don't think they should make a new set revolving around hydras just yet. If a new expansion comes down the road then it might be a good idea to introduce a new set for each class. That being said I do feel hydra is a little overlooked and would be cool to see it given a second look. Currently all of the sets have a signature spell they are tied into. Tal Rasha has meteors, Delsere has Slow Time, Vyr has Archon. Then there is firebird, it's niche is supposed to be the staple "fire mage" but never seems to be much more than a starter set since it's inception, it's hardly used which kinda sucks since I personally like the artwork on it more than the other sets. The chestpiece especially. Since all other wizard sets have a signature spell tie in it would be nice to see firebirds go that way and hydra seems the most likely spell to do it with.
as a WD, Corruption shoulder is very good for our pickup radius bonus, but other items do need some buff from the BlackSmith as you mentioned, I support more sets for each class center on different skills for more creativity and allow us to collect more items otherwise it gets boring after you only play certain skills and certain builds. Good job for sharing your ideas.

Pretty much what Demon said here, I know it's just an idea and all but if Blizzard is going to take the time to develop a new set it's going to have unique artwork. No sense in removing existing items just to use their art assets.
Literally the only reason I chose to use Corruption for this was because of the artwork....so perhaps they could reassign the artwork to these shoulders but keep their original functionality and apply it to a new pair? OR.....they could just make a more "Hydra friendly" looking pair of shoulders. I personally think this game is missing a serious amount of viable legendary shoulders....I mean especially with what Demonmonger said about the "ignores durability shoulders" like wtf is that Blizzard?

I'd like to see the 2-set bonus allow you to cast 2 hydras and then have SS let you have three active.
