I´m not sure how/if it works for consoles. But you should see on the Items how high the stats can be. They are usually the same for all items per slot.
Yes, but when it's modded, those numbers change as well.

And what when I get there, what sort of GR.lvl do most legit players run. I know part of it already has but I want the rest of my game experience to be legit because me and my girlfriend play together and she doesn't like that sort of thing because it obviously ruins the experience.

Depending on the group. It's very hard to push Solo and compare it to PC. You just can't compare them equally. Consoles MUST use the Nephalam Globes just to be near on par with the damage output.
But on that note - I usually see GR75 as a sweet spot for high end players to speed rift with no probs. A big jump happens at GR80 and then again at GR90 (but usually they've got all ancients if not Primal with augmented gear). With perfect rolls and high augmented gear you can push GR100+. But it's really hard solo. If you get a proper group it'll be much easier as you'll have support and such.
However, if you're playing in a random lobby, I'd say stay away from T13 (nothing but modders there, you'll be extremely lucky to find legit) and usually TX will have more legit players. However, that's usually around GR45-50 range.
Yeah I don't get why Modders play on anything less than T13. What's the point? Get OP'd gear to run low rifts?
If you wanna run low rifts for whatever reason, make your own game. Don't join other people's games - especially if the rest of the lobby is running legit gear. JUST LEAVE!! NO ONE WANTS YOU THERE. Go to the T13 with everyone else. If legit players really want to run GR150 they'll join T13 or look for modders.
Seriously, I don't care about modding in of itself, but when they do this stupid shit, it just irks everyone. Main reason why everyone is so annoyed. You just set yourselves up to look like trolls.
I've known plenty of cool modders and willing to help, but there's a ton of horrible modders who just don't get 'it'.
