Keep PvP to the D2 model. Everyone acquires gear in the same manner (killing monsters, trading, etc.). People then use said gear to fight each other. Forcing people to acquire near-BiS gear from PvP is a bad, bad, move.
I think you mssed the point or maybe i just should have included different examples. All you have to do is make these new craft recipes not BIS but alternatives. The workaround the "issue" you present is simple.
No, no, no, no, NO! There is nothing about Diablo 3 that needs or even warrants PvP. Your fellow warriors are not in the game to be antagonists ... they are there to be your companions aiding you in killing monsters in order to defeat Diablo to restore balance to the universe. Killing each other is just plain WRONG. WRONG! (Regardless of what D2 had, D3 is not Diablo 2 (or 2.5) so please don't start that trash debate ... it's been beat to death already. All caps intended.)

I am aware of that but it's part of it being fan made. It's a build number that has no or won't have a real equivalent in D3's developing process.
Guys my goal was to suggest and introduce an idea. According to most of you, the problems are that players will get "forced" to play this mode... Just think that you can change the rewards to whatever suites the game the most like some mentioned already, aesthetics, etc...
All that needs to be done is balance this mode in a way that no one would NEED to play it but allow the players who want to, to have an alternative. Players could play a full run from level 1-60 in this mode adding extra risk and excitement to their game. Just imagine the replayability a system like this could intorudce.
I don't understand how a person can be against an idea just because he does not like the core aspect of it (here being pvp) without realizing that it is just another mode that players will be able to choose from. I think that a mode like this could not do harm but quite the contrary.
Again, all the specifics are just place holders and not so thought out ideas. Just suggestions and fillers to make this fan made patch more beefy. So the ammount of Nephalem Valor stacks or the specific areas or the specific reagent costs or the specifics on the items are all just there to prove a point, that it is possible to tie in together pvp and pve in a special mode and allow those of us who enjoyed the aspect of PK the freedom to choose.

Patch Features
New Feature: Renegade Hunting
For those who wish to add the element of risk and the excitement of the possible PK to their game, your time has come. Players will now be able to create a game under the "Renegade" mode designed specifically for providing an element of PVP into a normal farming game. Players who wish to hunt down other renegade players will now be able to join a random game under the "Hunt" mode.
General
Renegade games can now be created.
When you create a Renegade game playing by yourself, only one hunter can join at a time.
After killing 10 hunters, 2 players will be able to join your game together. When killing 20 hunters, 3 players will be able to join your game at once.
Renegade games are limited to 4 players that being 2 Renegades in a party and 2 hunters.
Hunters will form a second party and will have their own chat.
Hunters cannot damage each other.
Players will join your game only after you kill ~50% of the monsters in the specific area.
The renegade mode will only activate in the following areas:
Act 1 The Weeping Hollow
Act 1 Fields of Misery
Act 1 Cathedral
Act 2 Dalghur Oasis
Act 2 Desolate Sands
Act 2 Zoltun Kulle's Archives
Act 3 Keep Depths
Act 3 Bridge of Korsik
Act 3 Arreat Craters
Act 4 Silver Spire
Survivng a hunt attempt by killing the hunter provides you with an extra Nephalem Valor stack.
Any stack above 5 will be lost after only 10 minutes.
The new Nephalem Valor limit is 15.
Renegade players will not be able to go back to town or change areas untill all hunters are killed.
If there are too few monsters in an area, hunters will not join.
Players can now queue up for a random hunt game.
Once a player joins a random hunt game, he / she will be placed at the waypoint of the specific area that the renegade player is in. The hunter will not be able to leave the area.
Killing a renegade player will drop a Damned Soul for the hunter to pick up.
Killing all renegades in a game will automatically drop all hunters from the game after 1 minute.
Hunters must kill all renegade players within a time period of 5 minutes. Failing to do so will drop the hunters out of the game and they will be replaced after 1-5 minutes if the right conditions are met.
After killing all renegade players and leaving the game, the next hunt game players join will be a 2 player team up against 1 renegade player. After that, a 3 player team up against 1 renegade player. After that, a 2 player team up against a party of 2 renegades. If a game in the required conditions is not found, hunters will repeat the former hunting level.
Players will not be matched against friends or people who are in the Players Near You category.
Battle.net
General
Hunt mode is now available for Public Games.
Renegade mode is now availabel in the Create Game menu.
To play a game of 2 renegades players must create a party. This feature is not available in Public Games.
Crafting
General
A new crafting reagent, Damned Soul, has been added to the game.
This reagent is account-bound and can be aquired by killing renegade players in the new Hunt mode.
Each renegade player killed will drop 1 Damned Soul.
Blacksmith
Five legendary recipes have been added to the Blacksmith: Nephalem Gridle (Belt), Nephalem Striders (Boots), Nephalem Arch (Bow), Nephalem Cane (Two-Handed Staff), Nephalem Tower (Shield).
Each crafted item will have the following characteristics:
iLevel 63
6 Affixes
Account-Bound
Similar to the Hellfire Ring, it will have four variants (Dextirity, Intelligence, Strength, Vitality) each guaranteeing a fixed core stat which will have the highest range available in the game.
Crafting the item will require 5 Damned Souls (other reagent costs will vary per recipe)
The Nephalem Gridle (Belt) can roll life steal and other affixes formerly unavailable on belts other than Mighty Belts.
The Nephalem Striders (Boots) Will grant a varied chance to proc a temporary haste slightly increasing the player's movement speed.
The Nephalem Arch (Bow) Will always roll atleast one socket (maximum of 2) and critical hit damage.
The Nephalem Cane (Staff) will always roll one socket and critical hit damage.
The Nephalem Tower (Shield) will have a chance to proc a temporary armor around the player slightly increasing resistances.
The Nephalem Tower (Shield) will always roll the reduced damage from elites affix.
Jeweler
A new legendary recipe has been added to the Jewler for Nephalem Band(Ring).
This ring will have the following characteristics:
iLevel 63
6 affixes
Account-Bound
Similar to the Hellfire Ring, it will have four variants (Dextirity, Intelligence, Strength, Vitality), each guaranteeing a fixed core stat which will have the highest range available in the game.
Crafting the item will require 10 Damned Souls as well as:
250,000g
2 Perfect Gems (varied depending on which core stat you select).

The Nephalem Band (Ring) will have a chance to roll the extra damage to elites affix.

General
Crafting Plans and Jeweler Designs have been added for all of the new legendary recipes listed above.
These plans will have a chance to drop off the folowing bosses when you have 5 stacks of Nephalem Valor:
Skeleton King
Spider Queen
Maghda
Zoltun Kulle
Ghom
Cydea
Rakanoth
Izual
Please note that the Crafting Plans and the Jeweler Designs are account-bound.
Once a boss drops a certain plan, it will not drop any other plans in the future.
Players will have to kill a different boss for each recipe (total of 6 recipes).
Bosses
General
A new boss Reanimated Avenger will now have a chance to spawn whenever either a hunter or a renegade player is killed.
The Reanimated Avenger is a curropted version of the Nephalem that was slain and will have different abilities according to the slain player's class.
The Reanimated Avenger will have an increased chance of dropping legendary items.
Achievements
Killing a renegade player will grant the player the "Hunter" achievement.
Killing a hunter player will grant the player the "Hunter Hunted" achievement.
Killing the Reanimated Avenger will grant the player with the "I said stay down" achievement.
Crafting all the legendary Nephalem recipes will grant the player with the "The one true Nephalem" achievement.
