i'm sure it looks like i'm reviving this thread but there's actually news about this.
according to the german magazine Gamestar (for those that can speak german www.gamestar.de ) mentioned that with patch 1.1 (at least in the States and South Asia) there's an option to play with those regions aswell. for Europe we'll have to wait for an additional patch (mini-patch?) in order to play with people from other regions.
So far the decisions they are making with Sc2 is vary poor. I mean a 2010 game without LAN? That wont prevent piracy it will instead cause more of it.
can play as if it is lan through battle.net, its no big deal. one connection can easily hold 3-4 computers playing.
and i think it will help a bit against piracy. at least those that wanted to play multiplayer without buying.
on the "region locked sc2". it only exists for the launch where the most people will be online and latencies will be higher than usual anyway. they said they'd add the option to play with different regions sometime in the future.
also on the financial part, the prices vary alot. in the States its 60$, in Europe its 60 euro (about 10 euro more expensive than it should be), in Russia its cheap shit but you got to pay extra for the multiplayer and for the rest of the world i have absolutely no idea.
it is confirmed that chat windows will be implemented, if not by launch of Starcraft II then for sure in a content patch later on. the group system works very well. the match-making system needs more people i think
