Daemaro stop saying everything he says is speculation and is unimportant (I know you will say you never said that) because your theory is the same thing, speculations. Even more less likely with the author of that book saying the sword is not in the right direction ( you said that blizzard prolly made a mistake, ohoho) then that statue (you are now saying it means nothing). You could be right, but this is a thread about your theory so please, accept people saying thing that go against it.

I guess we will see Inarius in D3, but i didn't spot artwork of an angel without wings yet.
He isn't an agent of Chaos because the Burning Hells didn't tell him to do anything; he did everything- helping humankind- of his own volition. He would just be the equivalent of a Nephalem in Sanctuary or something. Imperius just wants any reason to kick Tyrael out because Tyrael and him represent two opposite sides of the spectrum- Imperius: isolationism of Sanctuary, Tyrael: direct intervention to stop the Burning Hells from making a further foot hold in the door to Heaven.
What ever that comet is carrying is not good. It is a bad omen as stated. So it could be a corrupt angel, with a message, or it could be a dead angel. Who knows.
Well we don't know EXACTLY how powerful the angels are. I haven't read much of the books but I remember the fight between Tyrael and Baal in the cinematic, that wasn't too impressive.
Maybe Imperius was aiming for some destination below the church, and the girl just happened to be there.

You can be Chaotic good, like robin hood.
The council is lawful good.
And the burning hell is chaotic evil. hehe.
Or the comet itself is a bad omen from the point of view of Cain, and it has nothing in it.
Or a good angel delivering a sad message.
