I wonder if each of the angels derives their power from a particular artifact? The Worldstone was at the center of Creation because it embodied life and death. With it gone, there is an imbalance. Perhaps Malthael perceives an excess of life and seeks to balance the equation?
Or perhaps -- and this is exciting -- I wonder if he intends to attract the attention of the rest of the Angiris Council, bring them to Sanctuary, and then bind them into the stone to cancel out the power of the Prime Evils? However, Tyrael's lost his essence of Justice and thus leaves the equation unbalanced. If this IS involved in the recreation of the World Stone, then it may be biased towards Evil, thus bringing Sanctuary one step closer to the Final Day -- all because of Tyrael. Which I find to be fittingly tragic and ironic.
Further more, from what we now know, the final confrontation in ROS should take place in the Pandemonium fortress.

In the GamesCom interview with Josh Mosquiera: What variation of environments are we going to see in the expansion — we have seen some like Westmarch, Bloodmarch — what can we expect?
We were just sorta teasing some of the zones, but we can’t mention them. So I’ll cover the Bloodmarch.
The Bloodmarsh is an area outside of the city of Westmarch. It’s a very cool area, it’s one of our more fun and dangerous looking zones we have in the game.
Actually you see some of it in the opening cinematic, where the Black Soulstone is buried. Where Archangel Malthael comes and steal it from Tyrael. It’s underneath the Bloodmarch, and it does exist in the game right now.
The other area you will be exploring is the Pandemonion Fortress. It’s sort of the heart of creation, and that’s going to be a really great counterpoint to the more gothic feeling of Westmarch. The players will really love the journey from Westmarch to the Bloodmarch to the Pandemonium.
It’s a place where the angels and demons have fought over forever.
I believe that Malthael is seeking out the power of the black soulstone in order to reach the status of god and be able to bring back the World stone or something equivalent that would allow him to create life. There is duality between life and death. Death cannot exist if life does not exist and life cannot exist without death. This means that Malthael would need the worldstone in order to maintain his own existance. This would also explain why El'druin did not harm Malthael.
Malthael did not really care about Sanctuary or the humans. "Whatever the choice in the end, it does not matter for me... I abstain." The thing he really cared about was the World stone and its power that enables the creation of life. "He was lost to us the moment the world stone disappeared" (Selathiel)
