What exactly does the iLvL determine? Does it change the buffs that can be associated with an item?
Also, with their 1.03 update, it seems like they suggest that an entire act has the same chance to drop an item of a given iLvL. Is this correct as far as we know? So, is there any difference at all between what will drop between a normal monster you encounter at the beginning of act 1 and a normal monster encountered at the end of act 1 [excluding elites/bosses]
iLvL is just item level, which is different from though related to the minimum level to equip the item. It's the difference between a level 1 item and a level 20 item. It affects the base stats of the item as well as which affixes can spawn and what the tier can be of the affix.
As far as a static percentage of item levels dropping over the whole act, that's probably only going to be true for act 4 hell onward, but it should hold up. This seems to be a deliberate decision by Blizzard so that no matter where you are currently at in your quest for gear at level 60, you at least have a whole act to work with.

1. Better (higher) stat ranges. It seems clear that certain affixes (i.e., LoH) only drop on certain iLvl items, but that's anecdotal as I'm only going off of the gear I've seen.
2. They didn't specify if the drop chances of certain iLvl gear in the possible range changes throughout an act, so I guess we must assume that it does not.
It looks like there are 'affix levels' for the different affixes. It looks about right that the affix level would have to be equal to or less than the iLvL. So, an affix with an affix level of 63 could only be found on an item with an iLvL of 63.
iLvL determines the number and quality of affixes an item can have.
If an iLvL 61 item might be eligible for say +X to Y Vitality, an iLvL 62 would be eligible for +A to B Vitality

I grew up gaming without internet forums. The entire phenomenon of being upset with a game developer makes no sense to me. No sense. I cannot imagine spending my time and energy being upset about something I choose to do for recreation.
