The only all-around-pleasing solution I can think of would be to make vendors you can straight up buy customizable items from. This would take an eternity to create and basically let anyone with a patched PTR test out what its like to play with the best possible gear and realize what a waste of time this is. To gain such privileges you first need to play the game for a decade, anything else is just bad business.

Make a thread requesting specific gear with a small explanation what you're trying to accomplish, and if you really want to milk it then offer even the smallest fee on live servers and people will gladly hand over what they have and clone a new character.

I'm not so sure people won't put items in the AH if it's limited, why not? don't forget that those people probably want items for themselves and therefore need some gold income, so they'll might need to sell some stuff. And also consider that if they don't sell them items are just occupying stash space.

I see there's this idea that people is so selfish and even malicious that they won't want to even think about doing something different than their more greedy whims, people can be generous sometimes, otherwise the idea of asking in a forum or in the chat rooms would be stupid.

Some people just need a nudge in the right direction...

They won't do it because something silly like 100k or even 100mil is too insignificant since alot of these item holders start off from 4-5billion every time they recopy a character. Auctions also get wiped when your character does so you can't really leave your legacy behind in that sense.
