The Devastator is a crafted item so you will need to talk to the Blacksmith to be able to craft one. If you haven't yet found the plan for it yet just keep running T6 rifts and hopefully you'll find it soon!
For the problem with your toughness, try to get Armor on your gear instead of All Resist as Intelligence already gives All Resist (10x1 ratio, 10 Intelligence = 1 All Resist).
Assuming you're using the Wave of Light build and have an Incense Torch I believe rolling the Attack Speed for Cool down Reduction would be your best bet.
As for the explanation, Cool down Reduction is a very important stat to have as it allows you to have a lower cool down on Epiphany which leads to more survivability as well as more spirit regen, and a lower cool down on Mystic Ally for more spirit sustain.
Witch doctor is already a broken class, just not as a damage class.
A zDPS Fear Doctor is incredibly broken and REQUIRED in every team comp for high level greater rift play.
Perma-fear every mob except for the Rift Guardian making it practically impossible for your team to die while applying Big Bad Voodoo's insane damage buff to them.
So, if I go Torch, would I be better off rerolling the LPH or the LPSS? I assume, at least, that the +10% damage is the way to go here, and not going for higher damage range.
Reroll the LPH, LPSS is a very valuable stat to have on your weapon
I got an Ancient Wormwood on my first Kadala attempt. Crazy RNG goodness. As soon as I get a Gift, I'll roll the socket back to something else. If someone gives me instructions I'll post a picture.

Yes, but no... Wrath of the Wastes increases Dust Devils to 2500% weapon damage, Skull Grasp only increases the damage by 300%-400%
