It would be so difficult that elite items such as enigma/tal's set/etc. are reduced to being "normal" in this level. This would be even more conducive to cooperative play than the three current difficulty modes, since even hell mode is beaten within a week of a ladder reset. Cooperative play is also an aspect I enjoyed greatly when I used to play (about 7 years ago). Since this "chaos" mode would be really difficult though, maybe this is where the other suggestions for increasing the high-level rune drop rates could take place, in addition to that of other elite items (albeit slightly though). It would make sense.
Thus, there would be no such thing as godly ^^
