In the new patch, the GR rifts will look different. Wudijo (http://www.diablofans.com/members/193330-wudijo) made a very nice video about this, and there's also a link with different screenshots of GR layouts.
It procs when your character actually gains a level(1-70) or paragon level. The higher you go in paragons the less the secondary effect is triggered. I think that needs to be reworked to something different imo.
I came across this in the PTR character builder I think, few days ago, but it is now also presented in the patch notes.
It seems powerful at first sight, especially the secondary effect: practically no resource costs or cooldown anymore. For me it is not clear what they mean with "after gaining a level". They don't say that there are any kind of stacks or levels like with the Gogok gem.

The damage has been increased but I can't get it to do any significant damage. Tried DMO and Vyr builds. Perhaps the problem is paralysis: only 15% chance and onlyu paralysed for 1.5 seconds is not enough?

I think I did boss mode solo last time, from the first try. And the leveling your gems to 65 is going to happen anyway.

They are incredibly bad and slow at balancing the game. They just don't test it themselves.

These guys noted that there was a hotfix to the barber. After some tests they saw that it wasn't doing any kind of significant damage anymore.

Perhaps they have now really fixed the mechanics behind it, but the damage is now completely gone.

I don't think you can even use gear to proc it. The description of Paralysis says that it has to be a lightning skill, not lightning gear.
