Punishable exploits involve getting a competitive advantage over the the design intent. Design intent is the key here. Mechanics have an intended designed behavior.
Let's consider the Blood Shard issue because this is a clear example of a punishable offense. The intended design of Blood Thief design is that at higher difficulties you are to be rewarded with higher quantities. So you can expect more in T6 than in T1. But if you use a game multiplier like a Greater Rift mechanic that is used strictly for XP to affect the blood shard drop rate the bug is clear. Blood Theives do not exist in Greater Rifts, therefore they should not be affected by this multiplier.
It is one thing to find the bug. This isn't punishable. You simply report it as a bug and the fix will get implemented. When you hide it and don't report it, well you are at the mercy of Blizzard's discretion. It is a judgment and they are the judge. Some got rolled back. Someone got banned because it was streamed and in their judgment the punishment was warranted.

You have enough slots for one of each. I just take the stiff from seasons and put the gear into the inventory of my non seasonal characters. My main is DH so my stash has mostly DH gear. I keep the nonseasonal characters and delete the seasonal characters except my DH because at the end of the season that set is probably more optimized than the nonseasonal character. I eventually clean everything out. Next patch I'll just cube a lot of the stuff. So I won't have much left except for well rolled weapons and sets. Maybe a few Hellfire Amulets. I like having my nonseasonal alts well equipped just in case I ever feel like playing that class.

You are pretty much going to die a lot with that build. At higher tiers you need to fish for slow moving mobs and high density. But you should be able to do 40. Spread your balls all over the place and try to kite the monsters back through your field of lightning. Agro forward mobs toward you and vault to the other side of your lightning balls. When they get near you kite them back through it again. Keep adding balls.
Use a Molton Wildebeest Gizzard for extra toughness and health regen. I prefer the enchantress with a lightning weapon to proc stuns from wynward but if you can keep the Templar fighting good for you.
At forty I tend to think Frost Arrow with a multishot build is more consistent. FA slows everything and procs both Cull the Weak and Bane of the Trapped.

No disrespect, but I hate every idea that you listed. Other than the Ancient, none of these items are like Ramaladni's Gift. To be honest, Blizzard should have just put sockets on all Legendary weapons. I hate the Ancient thing because, it just encourages hoarding. I hate the other ideas because they seem like you are just "bottling" shrines and pylons. What makes shrines and pylons fun is the RNG nature of them. If you can just let the genie out whenever you want, it seems OP and would ruing the competitive nature of Greater Rifts. There are all ready the Gloves of Worship that can be equipped that does what you want for the shrine effects. And Potions are for defense, Blizzard will not change their stance on this. The only Potion that has any offensive capabilities is the Potion of Amplification which immediately regenerated resources, but it's legendary power is restricted to only working when you are below 25% life.

How about just farming the open maps on normal. Just skip anything that isn't Elite. You could equip that set that nobody has ever used.

Unless they made an item bracers or belt I would never use this.
Even then I would only use the two piece bonus. Then they would have to make the runes better.
To be honest just improving the set to 6 piece doesn't fix the set. You have to add an item. Examples would be DLM and Crashing Rain. These sets are actually 7 piece sets at their most powerful configuration. And EU still needed a new bow for it to work.

Loaded for Bear has the most damage but suffers because the Grenadier passive is less effective than Ballistics. If you could bunch up the monsters Loaded for Bear could be viable. But don't forget this is Marauders, and the best Sentry rune is easily Spitfire Turrets, so you are back to Ballistics. I suppose you could go with Bolas to try to bunch them, but then you are relying on a proc coefficient. I tend to think LfB is a lot of fun, but, if you are trying to clear monsters, the Rockets will target a lot better if you are mostly going for speed. Once you get to the Rift Guardian, LfB will be much better. But the 2.3 meta is that the RG has less Hit Points and there are more Minions in Rifts. So LfB again loses value.

You can get most of the points by killing the bosses. They are progressive through the acts. So might need so help killing Mathiel in T6. The rest of the points can be from leveling your character and crafting.
Can be done in an hour after you level to 70 and you get help killing the bosses.

TLDR
The bonus damage type does not affect damage output from your skills. But it can proc an item's legendary power regardless of the skill element.

The game goes on sale every once in a while for PC. But RoS is an expansion so you would need to buy D3 first then expand. So it might be less expensive to stay on console. Sale prices in US for PC have been $20 each so 40 total.
RoS has added a significant amount of content over the original game. The next patch will add even more. Being able to play Adventure mode is a lot better than playing campaign and it allows you to play Rifts. These are random dungeons that have random monsters with a better chance for legendary drops. If you like Vanilla December, RoS is worth the upgrade. Hopefully you can get it at a decent price.

Concur with RCR. Don't us attack speed to generate. Use Reapers Wraps and Companion Bat if you need additional resources. Most of your damage comes from the Arsenal Rockets. So make sure you have the Ballistics passive equipped. If you need more resources use Vengeance Seethe. I prefer Marked for Death but firing MS will yield more damage. Seethe is good for finishing off Elites and the RG.

I find this interesting. This is the reason Blizzard originally set the shard limit so low in the first place. I am glad they did finally address the cap for those who actually know what they are for.

If you've logged into Battle.net your account is saved on their server. If you upgrade on console you can keep your characters. If you switch to PC you will have to start fresh. The console and PC servers are not linked. The only difference in content from PC to console is Seasons. Console doesn't have Seasons. This is because console is playable offline and is susceptible to hacks so seasons would be meaningless. Some forms of trading is alsialso allowed on console. But it is kind of pointless when Blizzard can't stop people from hacking.
If you stay on PS3 the community buffs are usually a bit different. No sure who but they are. For the most part it is the same no matter which platform you play. Same monsters except for the Nemesis monster isn't on PC. Same rifts and same drops except for Morticks Bracers which never made it to PC.

The new up coming patch will change the way you will want to do bounties. For now Act 1 is usually best. After the patch the bonus bounties will change after it is claimed. So you will follow the bonus bounties to maximize the crafting materials you get.
You may also want a Hellfire Amulet. At this point I would only farm the keys. Don't bother with buying the recipe for Amulet for now. After the patch any keys you have farmed will be upgraded to machine's. Currently it takes 4 keys to make a machine. So waiting for the patch will be significantly more efficient.
Other items you will want is a Broken Crown and the Boon of the Hoarder gem. The crown is a random drop but there is a way to cheat and get it to drop. The broken crown basically doubles the amount of gems by dropping a second gem that matches the color of the gem socketed. The cheat is to create a new character and level him to eleven. The crown doesn't drop until level eleven. The trick lies in the fact that you are guaranteed a legendary item from the first boss you kill. The skeleton king has a very high chance of dropping the crown so you don't want to fight any bosses until 11. When you get to eleven go kill him. It should drop. The only problem is that the crown will be at level eleven so it won't help your stats. So it's best to swap the crown on just before you open a chest or kill a goblin. If you do this with a Gem Hoarder you will get a lot of gems. You will need a lot of them too. 405 Marquis gems are required to fully upgrade the gems on your pants and chest. Boon of the Hoarder drops from the Goblin boss. So you have to kill goblins to get one to eventually open a portal for you. This gem will huge amounts of gold from each monster kill.

The PTR is dropping all new recipes. So it's a a complete wipe. This has to happen because the Vanilla crafting mats no longer exists. This is probably confusing people if the level 70 recipe hasn't dropped for them
