They aren't giving non-season players access to all of the new legendaries, so I'm not really sure what you are complaining about. Season 3 has a solid list of exclusive legendaries. If you are referring to the fact that at the end of EVERY season, they roll over the previous season's legendaries to the normal servers, then that isn't new.
But to respond to your point, as a player who is pretty busy, and doesn't have time to play seasons every patch, I prefer to play normal. It sucks, because I feel that I am gated from the legendaries that I want to use due to seasons, but I inevitably have to wait for 2-3 months after their release in order to get them.
If seasons are this competitive playstyle that you love so much, isn't the competitive part its own reward - seeing how high on the leaderboards you can get isn't enough? If the only reason you are playing seasons is for some exclusive legendaries, that mean's that the design is flawed at a fundamental level. You should be playing competitively for the thrill of being better than everyone else, but it shouldn't be at the expense of other players who paid just as much for the game, but don't have the time to level an entirely new character every couple months, and enjoy trying to maximize their current character.
The problem with seasons is that they have to make a choice between focusing on seasons or focusing on getting patches out in a timely manner. 2.1 came out recently, but 2.2 is almost ready to ship. Lots of people are really looking forward to that patch coming out, as it will put new sets into the game that might get them to play again. Seasons on the other hand are very niche feature. You want to hit top 50? Well, only 50 people can be in the top 50. Should Blizzard be catering to 50 people or the masses? Why should 1000s of people who want to new sets and such wait so 50 people can try to hit top 50 on the leader boards? it really doesn't make sense.
