I disagree with the other thing though. New items may outclass sets, you cant know what future builds will be. Plus the new channelling builds will be using this

I don't think static charge cares about proc rates either, it's hard to figure out with unco tooltips in This game but you can usually tell from some things saying "chance to" or just "does". Static charge just "does", so anything should be able to proc it 100% of the time

Shard of hate cares not for proc rates. You can cast storm armor of mw:electric rune and it will proc shard of hate
Personally I enjoy spamming living lightning with it (hands down favourite wizard skill, except maybe sleet storm)

So the 6pc Inna's gives Mystic Ally all runes, not 5 allies. Source is PTR notes on official website. While unfortunate, this is still a decent damage boost + crudest boots (50 + 50 + 20 + 20) also inna's reach now gives 100% mystic ally damage and they have been improved to attack enemies more often. I wonder if they seperate into 5 allies which then turn into waves? Lol.
But to the people saying Monkey set is bad I argue with that. I think sweeping wind + lashing tail kick could definitely be a build and it's the first thing I'll be trying after patch goes live (console so no ptr for me)
I'm thinking the fire cyclone kick, with the increased damage, will decimate enemies
Either that or stun kick with SW:cyclone.

I can't wait for the next patch to hit. I am a lover of Ray of frost and these new items are gonna have me finally rising above T6 with some channeled spells! So the new legendary item that casts your spenders while channelling looks exciting, (other channel orientated gear is now obviously BiS) can't wait to spam Sleet Storm and drop blizzards and comets without interrupting my channel. This will also be amazing for Tal Rasha builds (assuming the spenders proc 6pc) who want to channel... well Arcane Torrent I guess.
Some of the monk gear looked a bit underwheming but I am especially keen to try a LTK + SW build. Probably fire, maybe lightning if Cyclones can actually produce some decent damage. On that subject, Cyclones should really scale with SW stacks, because atm the damage is beyong unnoticeable.
So much stuff I wanna talk about but it's all too much to think of I'm losing my place here.
Needless to say, I'll be staring at the clock on the wall until 2.4 goes live (im on console too so I'll have to wait a few extra hours, oh the excruciating pain!!)

Yeah that's why I asked. Lol where did you get your info? This could make Inna's a usable set again methinks. 500% increased damage not to mention all the bonuses. Can't wait to see all the new items, I want a sleeping wind + ltk monk and a sleet storm wizard

Then throw on Arcane Immune Ammy. That's Jailer and Beams out the way (stand ON the beams, they heal you ffs)
All these immunities would be good for a standstill build. Throw on those healing boots too (40000lps) and you're laughing. I'm thinking sleet storm wizard, or firebats wd, unfortunately for firebats you will be wanting other set bonuses though

Wothf:fof has an ok proc rate, the real strength comes from the fact the dot can proc as well (damage over time). If sweeping wind:cyclone was in any way viable, this would be the skill to use with it. Mirinae can be quite strong imo, I'd run it with simplicitys strength and BotT. Uliana set is probably a waste honestly, ep damage is bad without cold rune + fist of az. Broken promises doesn't work with FoF because it just crits way too often at 5 chc. It's a good build idea,I myself tried it and couldn't get past 50, I got stuck at 59 using convention build with wothf: fof, ep: essence burn and sw:cyclone with no f&r, might try it again with the new static charge idea that some chinaman found out. Fyi, whatever quin69 is posting is nothing but someone else's idea. The guy just steals builds and claims them as his own.
But back to the topic at hand, at this point in the game some builds are just going to work better then others, any holy generator just hasn't got enough gear-wise to make it leader board material. But who knows, you might find some cool interaction that makes the build stronger and then base your skills/gear around that. Atm I'm running gr66 with a broken promises generator build (deadly reach) , it's fun hitting for 5b damage with a primary skill.
