Rares have been yellow in all the shots they've been shown.
Bashiok has already confirmed that they intend to make rare items play a way bigger role than what they had in D2 after expansion. You can probably find the comment with some searching.
Also, your information is slightly incorrect. Rares can get cruel. And they can get Master's as well. This makes the highest possible %ED a rare weapon can have 450%. I've had a lot with 44x%. The problem is that you'd need it ethereal and with 30% (preferably 40% ias) for it to be any good compared to rune words. Those are ridiculously rare.
So just go searching.
In theory the best rare weapon possible will have (showing only the best amounts the prefix or suffix gives):
(Ethereal)
Cruel (300% ED)
Master's (150% ED 250 ar)
Mechanic's (2 sockets) OR Fool's (16,5 AR per clvl and 0,5 to max damage per clvl)
of quickness (40% ias)
of self-repair/of restoration (repairs durability)
of Lamprey/of Vampire (health or mana leech) (or basically anything useful, like some min/max damage etc.)
Of course, finding exactly that combination of affixes on an ethereal right base type weapon is about as unlikely as the moon suddenly collapsing into a black hole.
When did this happen? I haven't played D2 in years but I distinctly remember there was no way to get more than 200% ED on a rare item.

I absolutely loved Diablo 2 and the expansion but the only thing I really hated about the expansion was that it made rare items worthless. I really want Diablo 3 to bring back rare items and I think the biggest problem with the expansion in killing rares was the exclusion of the top tier attributes from the random generation. If they could just keep those in but make them much rarer than the lower level attributes it would greatly benefit this game and prevent it from ending up with cookie cutter characters like they have in D2 expansion. This would allow rare items in some extremely unlikely cases to be more powerful than their unique counterparts, instead of always being significantly worse.
The item's colors will probably change anyway. And maybe even the names, i mean we might not have Rares anymore. Unless this have been confirmed and i missed it.
Rare's are just items with a lot of random attributes, i am sure there will be something comparable.
I appreciate Ophion's reply and all but its not what I am looking for. I just want someone to post my question on battle.net, not have them try and answer it on their own here. My question can only be answered by someone with more information about the game that most people have. Bashiok has said multiple times he can give away information if the right questions are asked and I have never seen one mention of rare items in anyone's questions.

My question is basically will rare items be good again? I absolutely loved Diablo 2 and the expansion but the only thing I really hated about the expansion was that it made rare items worthless. I was wondering if they would make D3 so you could get some really good rare items (pre exp the dual leech rings, +2 pris ammys, resits ias str/dex gloves etc). I really want them to bring this back and I think the biggest problem with the expansion in killing rares was the exclusion of the top tier attributes from the random generation. If they could just keep those in but make them much rarer than the lower level attributes it would give me the excitement back I had in D2 pre expansion every time I saw a yellow item drop. A few rares were decent in the expansion (jewelry mostly) but weapons were worthless since they could only get 200%ED whereas magic could get cruel for the full 300%. I think bringing back top level attributes to rares would greatly benefit this game and make it so it doesn't end up with nothing but cookie cutter characters like they have in D2 exp. I would love if you could get EXTREMELY rare combination of attributes that would make them as powerful or even more powerful than some of the top unique items.
I just want to see yellow items again and not think just about its sale value to vendors.
Someone please do this it has been almost a year. It will take anyone with a registered copy of D2 a few seconds to do and its not one of those stupid questions people ask over and over that you know they wont answer. I even gave you the link. Please, think of the children.
