I guess I never really looked at either the angels or demons being good or evil. Expecially when reading the books the angels dont seem to be the (at least to me) epitome of good in any way. In most cases I do have to say that tyrael does seem to be a bit bi-polar, while in the sin war books when he is first introduced he seemed kinda like a duche just like inarius (maybe not that bad) and all the other angels arrogant, dogmatic, supreme beings that deserved to rule over all in a strict disciplined military manner. But in other occurances i.e. d2, demonsbane ect. he seems nothing but helpful to our heros and humanity as a whole. So to say that tyrael "tured" evil in d3 I would have to disagree. I think that both heaven and hell are, shall I dare say, "Evil". Be that as it may based upon the op I dont really think that this Angel (be it tyrael or not) is "turning evil" the images cleary show that this angel is summoning a great power but w/o more I dont really think I would say he is acting with good or evil intentions. Just my opinion.
