It's against the terms of use, but I wouldn't worry about any consequences if you share it with someone you trust like a close friend. My brother is usually the ones who get access to all the betas so I always "borrow" his account, and will do so if he gets access to the D3 beta and I don't.

Pretend you get into the beta. Once you are in, can you allow someone, say a close friend, to log into your account and dl the beta and play it from his machine using your log in information?
My computer is JUST below the requirements for the beta, 2.6 pentium d as opposed to the required 2.8, but my graphics card is higher than the recommended and I have more ram than the recommended. Do you think I could run the game?
