Well the 30 sec CD prevents you from using that skill, AND from switching it again.

i know, i meant letting you use the skill right away but prevents you from swapping it again for 10-15min (provides choice and consequence and prevents prejudice) and the 3-5 sec casting before being able to switch is to prevent switching mid fight.

We totally want to wait 45 minutes to switch 3 abilities for the incoming boss.
People are complaining about 30 seconds being too long, and you suggest 600-900 instead.

Lot of people use the beta as a preview of what to come, when its actually to test the things.
All the people that thinks Blizzard changes things too often have no business being in the Beta, in my opinion.

I think they have it fine, as long as, like stated earlier, they have a system such as "Abilities do not cool down when they're swapped out, or during the 30 second swap cd) and everything will be fine.

If you saw a hundred streams of people clearing Act 1 Normal in Diablo 2, you would find the game "boring and in need of change" too.
There aren't any sort of urgency except maybe in Act 4 as far as normal goes, and that was the end of the game back when it was released.
