Of course, if you really hate the fire demon and don't want to use condemn for whatever reason, you can use this instead. Your prophecy blade is a dream come true though, it even has holy damage.

If you want a high wrath regen crusader build, get a 2H flail with 4 wrath/sec and a shield with 2 wrath/sec leaving you with a total of 8.5 wrath/sec and 17 wrath/sec with Akarat's active.
This is by far your best bet on a high wrath regeneration crusader.

Having Punish does buff Blessed Shield's damage but I'm not sure it buffs it enough to warrant it's use once you don't really need a builder. I'll just say again that all this is purely speculation, but give it a try, and whatever you end up with, give us an update. This legendary changes the entire feel of the Crusader and there might be spells and possibilities I've overlooked entirely.

First, the mechanic: In theory, every time a source does damage to you, you do damage back at the source. This applies to ranged attacks, melee attacks, spells, ground effects, everything. Some exceptions apply however, and Blizzard has changed how thorns work in certain situations. For example, Ghom's poison gas. This cloud does damage in small amounts but insanely fast. If thorns were to apply to each individual tick the return damage would be insanely high with a high enough thorns stat. So Blizzard decided to cap the damage intervals at some level, making thorns tick somewhat fast but not to the point where it is OP. (In ghom's case, this is a very recent change). This probably applies to many more abilities and effects in the game, I don't know them all though.
As for the damage thorns does, the calculation of this damage is very much hidden in-game. You have a base Thorns value, the one you get from items and passives. Say this value is 10.000(ten thousand). Then to calculate the actual damage done to whatever source hitting you, this formula is applied:
Actual thorns damage = Thorns * ((Your mainstat / 4) / 100)
So if you're a Crusader, and you have 8000 strength and 10.000 thorns (as displayed in the stats details on your character sheet), your actual thorns damage would be: 10.000 * ((8000 / 4) / 100) = 10.000 * (2000 / 100) = 10000 * 20 = 200.000.
So 8000 strength and 10.000 Thorns gives you 200.000 damage return on all sources of damage you take. This effect can crit.
Hope that was understandable. All this is stuff I've tested myself, if anything is wrong please do correct me.

Not depending on having wrath for your damage is probably the best way to go around the current problems we have, where we spend too much time building wrath and very little time spending it (Except in the case of blessed hammers).

Aside from that Judgment freeze mobs in place, unabling any melee mobs not right next to you to hit you, so that ability seems kind of counter intuitive for this setup.(apart from buffing your teammates of course)
Its a cool build nonetheless, maybe with some CDR or akarat's active the CDs can be lowered enough to warrant it's use. I have experimented very little with provoke and ironskin mainly because of their cooldowns. I'm really looking forward to what Crusader skills Blizzard plan to address first, but these should definitively be on their list.

Whether this is intended or not I do not know but it does explain why I've had such success with Shield Bash.

Edit: Does anyone know a way around letting Dfans mess your post structure up after you click save changes? The formatting gets messed with so much making it a pain in the ass to edit and further improve my post.

Also you use Condemn with vacuum, I rarely find myself needing the vacuum effect and use the Eternal Retaliation rune instead, it lets you use the ability a lot more.
