I understand the frustration. I run into it in many many places in my gaming and professional life. In addition the easiest assumption is laziness. What I have found though is that what sometimes seems lazy is a fear of appearing inept in another way. Wow, the sheer toxicity in this community in this thread is awful. A person wants to discuss a specific aspect of a popular build and he reamed for it? A number of you should be ashamed of yourselves. All you are accomplishing is pushing people out of an already insular group. If you don't want to answer a question, then don't. Berating a person for asking it is counter-productive in almost every way. You want to play with better players? Help them be better players. Don't just say research it yourself. Question answered somewhere else, or whatever else. You could start with: "Did you see this video?" then follow up with: "Testing is difficult without damage meters in a game like this because of a number of variables, here are some popular assessment methods!".
This accomplishes both your goals: Not answering the question, promoting exploration and creativity.
I simply get really frustrated with a lot of people asking for answers without actually trying to search them out first. I often have a question but try to look for the answer before posting to make sure I'm not "cluttering" the threads with a repeated question or look ignorant for not scrolling down a bit or looking a bit harder.
In regards to my answer to the OP's question, had they actually looked at the top builds for Wizards in the build section, they would have seen the guide for the build and seen the other viable options to their question they were asking. That is all I was trying to convey.
And then even with all that, sometimes that little nugget you just want to know eludes you still. It may exist, but it isn't easy to know where.
I know, this does sound very apologetic on the behalf of people, but I find it is often the case. On the upside it is a self solving problem if people willingly answer questions that are asked. The more ways a question is answered, the more ways an indexing services picks it up making things more easily found, and raising confidence in the searchers.

Remember the good ol' "blizzard + venom hydra + piercing orb" cookie-cutter AP-less build? It was so popular after the release, since crappy gear couldn't support Archon and CMWW. Since my legacy Archon gear doesn't have APoC or any fancy legendary affixes, I've decided that I'll run some build that doesn't need any of that.

Pros:
Its scaling coefficent is rather high for a signature spell, it's free, it's AOE and it hits WAY faster than blades, which means your Familiar/Cannoneer turns into AOE machinegun. Also, it makes a wizard look like a badass jedi.
Why Cannoneer instead of Sparkflint?
Because it kicks ass.
Why Blizzard?
Because with Snowbound it's dirt cheap. Because it's nearly passive fire-and-forget source of sustained damage. Because with Cold Blooded it gives +10% damage to you and your party. Because it lets you kite when you need to survive those seconds until your potion goes off the cooldown.
Why Magic Weapon + Force Weapon?
Because there's never enough damage.
Why Calamity instead of Wormhole?
Personal preference. Teleport and Illusionist are optional here, I just like to have that escape + control + AOE damage on one button that's almost always off the cooldown when I need it. Take anything you want here.
Why Blur?
I hate dying.
Why Energy Armor?
I hate dying. And I like crits, so...

Also, I personally hate face-tanking as a DH. I'd like to see CA changed to something like +500% CHD, - 50% Vit, -50% AR, -50% Armor. I mean, I want to play as a fragile kiter that relies on huge crits from range at MP10, but right now I can't play DH as a glass cannon, since there's simply no cannon (yes, RF is nice, but it still requires face-tanking).
