I made it read only again so that people can copy it and know they aren't getting data that has been messed with.
On another note, how do we get this stickied? Someone said it would probably get a sticky if it was organized and presented nicely, which I think it now is.
I think people can just make a copy of the spreadsheet if they want to use the filters. If you set it to editable by all, its going to become broken. There is already some data missing that was probably deleted on accident (Staff of Kyro)
Also, when its editable by all, when one person filters it for what they want, everyone sees those filters applied.
Pietrak, I don't see a way to filter anything in that google doc? There are filter buttons at the top of each column, but they are greyed out. Is that just me, or do others have that problem?
I fixed the Eye of the Storm thing, and addressed the 20% rolls possible on legendaries. In 2.0.1, they made it so that legendaries can roll higher stat ranges than rares can for things like crit chance, crit dmg, IAS, and apparently +% elemental damage. I'm guessing the range shifts to 10-20, rather than becoming 5-20%, since the legendaries with a specific bonus follow that pattern. If anyone sees a legendary amulet or bracer with less than 10% to an element, let me know.
I have never seen more than 15% to a skill on anything though, including legendaries, and I have some legendaries that provide only 9% to a skill. Again, excluding stuff like the 300th spear that always gives a bonus to a certain skill.
You know what? I'll put this into an google docs spreadsheet and include filters. I hope I'll get it done tomorrow. Of course credit for the list will still go to you, Entropy.
I wish I would've thought of that, rather than fighting with this formatting, great idea. I have this list as an MS Word doc if that would be helpful to you.
The simplest example is browsing socketed weapons on the AH. They all appear to suck compared to my gemmed weapon. If I knew how much DPS my 90% gem gives me, I could just roughly add/subtract that from the comparison tooltips. I could pay to unsocket it for the the comparison, but I'd rather not. There have been other times when I've wanted to know stuff like %toughness change for each defensive stat, but I can't recall another specific example. You can sort of get this information by just adjusting these values in your paragon points, provided you have enough points.
Note that "damage decrease" is read as a positive number in the above formula, which I guess is a little confusing.
Another way to look at it is that your percentage change in damage using the skill is
(1 - damage decrease ) * (1 + skill increase)
An easier way to think of this is:
Your DPS Change = (1 + damage change in tooltip) * (1 + skill increase)
Obviously, the damage change can be negative. This is basically the same formula that trainRiderJ had, just without the damage decrease being a positive number.
If you see a bonus (particularly on legendaries) that is different at 70 than the range I've given, let me know. I suspect some of these items have a smaller range
listed in the Blizz database because they are low level legendaries, and the +%dmg range may actually increase when those items are rolled with lvl 70 stats. If people
have some of these legendaries, they can check the ranges by holding down Ctrl. I have very few of them, so I could not check these things. Also, this list does not
include pre-2.0 items (hopefully).
My goal here was to say i.e. "I want to run a Frozen Orb build, what is the best % dmg boost I can get in each slot?". 15 to orb in helm, 15 to cold in amulet, nothing
in shoulders but maybe I could run Blizzard, 15 cold from Frostburns on hands, 15 to Blizzard on chest, 15 cold on bracers, 20 cold on SOJ, nothing on belt/pants, 15 to
orb on boots, 20 to cold on Lidless Wall or 15 to orb on source, 20 to cold on Azurewrath. All told, +85% cold, +45% to orb, +30% to Blizzard.
Pietrak was also kind enough to remake this as a google spreadsheet , for those that wish to view it that way. It has filters, which you can
use if you make a copy of it. I am keeping the google doc updated as I make updates to this page. Updated: 4/26/2014
Diablo 2.0.2 Skill and Elemental Bonuses by Slot
Head (+8-15% on rares, +10-15% on legendaries unless noted)
I've been away from the game for 6+ months, it seems that D3up is dead (doesn't load any new gear), and I'm not seeing a tool anywhere that does these calculations. Yes, I know there is an in-game EHP calc ("Toughness"), but sometimes you need to compare something where D3 is not showing you the +/- EHP%.
You guys seem to think I'm advocating spending a lot of money and/or saying I am saying these items are comparable to 70 items. In most cases, they are not. It was just a fun list to make of legendary properties you might go back to 3 months from now and say you regret salvaging that Sun keeper.
In any case, I requested my thread be deleted if it is unclear.
Why would anyone still want a legacy Sun Keeper? Isn't MF useless at 70? And nearly useless at 60?
I was trying to set the tone of a just-for-fun topic that would imply "yeah damage isn't the most important but..."
Thanks for the swift kick to the balls. Happy hunting.

I think this would actually be more useful in a different format, where it was organized by skill and showed what you could get in each slot, i.e.
Whirlwind/HotA
- Overpower/Revenge
- 15% shoulders
- etc..
15% boots
- 15% helm
